1966.07.05_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION JULY 5, 1966 The regular monthly meeting was called to order by Mayor Hackman at 7:10 P.M. Commissioners Hackman, Bunn and Johnson were present. Commissioners Noble and Jones were absent. The minutes of the regular monthly meeting of June 7, 1966, and special meetings of June 20, 1966, and June 27, 1966, were read and approved on the motion of Commissioner Bunn, seconded by Commissioner Johnson and the affirmative vote of all Commissioners present. i Mayor Hackman commented that starting work on the new water plant, final budget figures, and adoption of a tax roll were all in a waiting period for various reasons. Commissioner Bunn stated that the money received from the bond sale had been ! invested in Federal Home Loan Bond Notes of various maturities at 5.8% and that plans for the water plant had been completed and would be submitted for approval Friday, July 8, after which they will be advertised for sealed bids to be opened in 30 days. Also that the pump house was completed at a cost of about one half of the price of bids by regular contractors. Town Manager Dailey reported that the County tax roll would not be ready for County Commissioners approval for some time, possibly late August, due to the thousands of changes made, and still to be made, by Tax Assessor Markham. He recommended that the final County tax roll figures be used as in previous years for our Town tax assessment. It was finally agreed that action on the budget and tax roll should be postponed until further facts and figures were available. Resolution #140 relative to the removal of the Delray White House storage building and contents, was read. Commissioner Bunn moved that Resolution #140 be approved and passed. Commissioner Johnson seconded and all Commissioners present voted in the affirmative. Resolution #140 is included in these minutes as page Resolution #141 relative to removal of ruins and debris from the fire damaged Kost property was read. MayorHackman commented that he was hopeful that this clean -up work would be done before the 30 -day required waiting period prior to removal by the Town. In a general discussion period, Town Manager Dailey said the whole water distri- bution system needed checking as some of the old meters were not functioning properly, there was water loss due to leaks and a number of meters were under water most of the time because the grade was not considered when meters were in- stalled and in the future, inspection should be made and approval given before meter installation. He reported that work on the drainage ditches on the White House property was de- layed by the heavy rains. PAGE 2 JULY 5, 1966 Mayor Hackman expressed his admiration for Mr. Robert Totterdale, one of the original founders and first Mayor of the Town, who died recently. He said some ..i recognition of his service to the Town might be given by a picture in Town Hall. Mr. Don Ross asked about placing the Apartment Owners Association tourist infor- mation sign near the Town Hall entrance in addition to the Association display in the meeting room. There was no Commission objection but Town Manager Dailey stated that if the Town Hall was established as a tourist information center, it would have to be conducted by Association Members. Ordinance #139 was read. "An Ordinance of the Town of Highland Beach, Florida, concerning the preservation, protection, and promotion of the general welfare of the community by requiring the construction, erection and subsequent maintenance of sea walls, bulkheads or retaining walls on real property situate within the incorporated limits of the Town of Highland Beach which abuts the Intracoastal Waterway and other canals, lakes or waters, other than the shoreline of the Atlantic Ocean, in order to protect, retain and conserve such real property." Commissioner Bunn moved that Ordinance #139 be approved on first reading. Commissioner Johnson seconded and all Commissioners present voted in the affirmative. Meeting adjourned at 9:00 P.M. The Town of Highland Beach, Florida, by and through its Town Commission, in order to preserve the public safety and general welfare, does hereby direct and require DELRAY BEACH WHITEHOUSE APARTMENTS, INC., owner of that certain real property located at 4000 South Ocean Boulevard, Highland Beach, Florida, more particularly des- cribed hereinabove, to remove therefrom all portions of such structure now standing together with all accumulated materials and rubble within thirty (30) days from receipt of a copy of this resolution, or, if the President or other officer of DELRAY BEACH WHITEHOUSE APARTMENTS, INC., the u owner of such real property, cannot be found so as to be served with a copy of this resolution, then a copy of this resolution shall be posted at the Town Hall for two (2) weeks, and a copy posted upon such real property for two (2) weeks, upon expiration of which, the owner shall have -2- y thirty (30) days within which to re - -ove from such real property the things directed and required herein to be removed.
