1966.02.07_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION SPECIAL MEETING
FEBRUARY 7, 1966 - 10 :00 A.M.
A meeting to discuss bids on the new well and examine the plans for the new water
plant. All commissioners, Town Manager Dailey and Mr. Charles Anderson of Brockway,
Owen and Anderson, town engineers, were present.
Mr. Anderson read a letter that he had written prior to attending the meeting which de-
tailed the work to be done; noted that bid of Alsay Drilling Co. of Lake Worth in amount
of $18,765.63 and the Engineers' estimate for this work of $9,600.00, and recommended
that the single bid be rejected as submitted and that the town either readvertise for new
bids, or negotiate with the single bidder to obtain a reasonable construction price, more
in accord with expected or estimated cost, which a preliminary discussion indicated
could be done. A copy of Mr. Anderson's letter is included as pages 2 and 3 of these
minute s.
Mr. Anderson explained the difficulty of getting qualified drillers to bid on a job of this
size, due to the cost of transporting heavy equipment and the demand of larger jobs,
and felt that to avoid delay, and the uncertainty of getting additional bidders, it pro-
bably would be best to negotiate with Alsay Drilling Co. Commissioner Jones stated he
approved Mr. Anderson's suggestions and recommendations and moved that Mr. Anderson
and Town Manager Dailey be authorized to negotiate with Alsay and submit the result
and figures to the commission. Commissioner Bunn seconded the motion and all commis-
sioners voted in the affirmative.
Mr. Anderson showed the preliminary drawings of the water plant improvements and addi-
tions, including provision for the fire department needs, and explained the various items
in detail. After a question and discussion period, the meeting adjourned at 11:30 A.M.

Gentlemen:
Reference is made to the recent bid received by the Town
of I- ighland Beach for construction of an additional water supply wren,
PUMP, piping and appurtenances for the Town. A copy of the tabulated
bid received by the Town is enclosed for your information.
Referring to the tabu lation sheet, you will note that a single bid
was received from Alsay Drilling Co. of Lake kV orth, X.F lorids, in a
total anmunt of $18, 765.63. This includes construction of an B inch
diameter well to a wAximum depth of 250 feet together with the installa-
tion of a 250 gpm electric driven turbine pump, pump house, inter -
connnecting pipe to connect the new well with the existing treatment pba,
and electrical work, The Engineers estimate for this work, as reflected
in the report of improvements to the Town cued February, 1965, was

following course of action adopted by the Town.
