1967.03.07_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION MARCH 7, 1 967
The regular March 7th meeting was called to order by Mayor Hackman at 7:02 P.M.
Commissioners Hackman, Bunn, Noble and Wingle were present. Commissioner Johnson
u was absent.
The minutes of February 7th regular meeting were read by Mrs. Mognet, approved on
motion by Commissioner Bunn, seconded by Commissioner Wingle and the affirmative
vote of all Commissioners present.
Mayor Hackman presented a membership application from the Southern Building Code Con-
gress. Commissioner Noble made a motion to pay the $25.00 membership fee, seconded
by Commissioner Bunn and the affirmative vote of all Commissioners present.
Finance Commissioner Bunn reported that $261,000.00 bond monies are still invested
in Federal Home Loans and Treasury Bills and, though interest rates are down, we are
still breaking even on interest rates. March 1st $10,000 cash was transferred from
the checking account to the savings account in First Federal Savings and Loan to earn
interest until such time as the funds are needed.
Commissioner Noble reported that her Zoning Committee would hold a meeting within
two weeks to discuss pending matters.
Public Works Commissioner Wingle reported on the progress of the water meter repair
program and also reported there were many leaks discovered and repairs made. The
fire hydrant valves were blown off to assure good working order. Commissioner Wingle
also expressed his pleasure regarding the Ground Breaking Ceremony and his sincere
thanks to Commissioner Bunn, Dr. Dailey and Charles Anderson for the many long hours
of work in the past few years.
Mayor Hackman announced a letter of resignation due to ill health from Commissioner
Johnson. Commissioner Bunn made a motion that the resignation be accepted, with deep
regret, seconded by Commissioner Noble and accepted by the affirmative vote of all
Commissioners present.
With the acceptance of the resignation from Commissioner Johnson, Mayor Hackman passed
the gavel to Vice Mayor Bunn and moved for the appointment of Milton M. Beekman to the
position of Commissioner - Town Clerk, which he had held once before. Mayor Hackman
stated that because of the pressing need for a working Commissioner at this time he
wished to facilitate the work of the Commission rather than postpone the appointment until
another meeting. Commissioner Bunn voiced his surprise at the move and said he felt
the matter should be discussed fully at a Workshop Meeting before reaching a decision.
Also Commissioner Bunn expressed an objection to the manner in which he was eliminated
from having a voice in the decision. The motion nearly died for lack of a second. Mr.
Hahn and Mr. Kamerer expressed their desire to have the private home owners represented
on the Commission and Commissioner Noble seconded the motion which passed with the
affirmative vote of all Commissioners. A resolution to this effect is included as page
three of these minutes.

Mayor Hackman then swore in Mr. Beekman who, upon taking his seat at the Commis-
sioners table, stated "I ran against Mr. Johnson in the last election and he beat me
u worse than any other race on the ticket. He is a fine man and I can see why he is going
to be missed."
Commissioner Bunn announced that it should be understood that with the repairs on the
Water Meters and lines, an increase will be shown on many water bills.
Mayor Hackman reported work is being done on the Charter changes and his committee
should have a report ready for discussion at the next meeting, then advertising could
be done and preparations made for its presentation at the State Legislature.
Meeting was adjourned on motion by Commissioner Noble, seconded by Commissioner
Bunn.
