1969.09.02_TC_Minutes r MINIJTES: TOWN COMMISSION OF HIGHLAND BEACH - Sept 2 1969 The regular meeting of the Town Commission was called to order by Mayor Horton on Stpt. 2, 1969 at 7:00. P. M. All Commissioners were present. The minutes of the June 3rd regular Town meeting were read and approved. The August 5th regular Town meeting minutes were read. Comm. Beekman moved they be approved, Vice Mayor Vedder seconded and they were ap- proved with Comm. Hackman dissenting. The minutes of the August 16th workshop meeting were read and approved. The minutes of the August 30th workshop meeting were read and approved after the correction of con- tingent upon approval from adjacent neighbors on Winterhalter's fence. Executive committee: Mayor Horton read a letter received from the Dade County League of Municipalities suggesting the cities and municipalities of Dade, Palm Beach & Broward Counties unite to study beach erosion, mass transportation, air pollution, central air terminal, and Interama. The Mayor then read a letter from Go4view regarding the loss of identity of small communitiesron a local level and loss of control due to centrali- zation of government. It was suggested that a combined effort to ap- praise County & State officials and a cooperation be formed of all the communities in Palm Beach County to protect individuality. Mayor Horton read a letter from E. D. Gaynor regarding recreational facilities to be on a county wide basis and that such a program to be effective should stem from a joint effort of elected officials from Municipal & County govern- ment. A meeting will be held Sept. 5th and since the Mayor cannot attend, he asked if another official could. Mayor Horton asked that the Town be kept informed in the event no one from Highland Beach attended. Mayor Horton read two communications from the Florida Public Service Comm. which will be posted on the bulletin board, regarding the resale of electricity and meetings are to be held all over the State. Another regarded a rate increase for Southern Bell and five hearings, covering different phases are to be held around the State. Taxes: Comm. Beekman reported the taxes collected to date: $ 53,902.70, outstanding- $ 2,652.55, same as last month. Finance: Comm. McCook read the latest financial report, to be posted on the bulletin board. Health & Zoning: Vice Mayor Vedder said .there was nxo report on health. On zoning- the fence at Winterhalter has been approved, is under the maxi- mum height and does not require a variance. The property owners in High- land Beach Isles will be notified of a scheduled future meeting. Public Works & Water: Comm. Hackman stated that an ad will appear in the Palm Beach Post regarding Russell Rd. and that she bids will be requested for two separate items: paving and the water line. The bids are to be opened on Sept. 16th at 7 :OOP. M. He said the softening process is work- ing and will be gradual. Comm. Hackman made a motion to pay Edwards Electric out of the Water Construction Funds, Comm. Beekman seconded and it was unanimously approved. ayor Horton noted that the street lights are functioning on Belair and Pighland Beach drives. Coma. Hackman said that he is awaiting delivery of tools to do the t&ppi.ng for new water meter installations for new construction. MINUTES: TOWN COMMISSION OF HIGHLAND BEACH - Sept. 2 1969 Page two u Police: Mr. introduced Chief Bennett from the Sheriff's Of- fice to relay recommendations and costs to the Commission. In brief, operation of a patrol car 24 hours, 7 days a week, equipped with recusitator and oxygen; radio contact with the central office; a back -up car, contract on detective service; crime scene service; a supervisor - also a back -up car; insurance and car expenses -- $2,446.00, uniform patrolman unit -- $4 salaries -- $28,800.00, total -- $50,000.per year. The Town would not need a court system and the Chief, answering the Mayor's question about fines, stated that assets would be kept in Town if a judge, court, jail, bond schedule and tickets eas set up. If not, the money would go the magistrates court in the ounty. Mayor Horton requested a part time coverage and was told it was not available. Mr. Stewart added that the Sheriff suggested that several Towns might band together. Comm. Beekman thanked the present sheriff's patrol and asked if the Town could still have the present coverage without back -up cars? Chief Bennett said that at present, one car covers from St. Rd. 7 to the Ocean. The Sheriff has received in- quiries from several other municipalities and will discuss it further. Comm. Hackman informed Chief Bennett that his proposal is only a margin under the Town's last year's income. Mr. Bennett said that he should know what the Town's needs are to provide the best service. Mayor Horton thanked Mr. Bennett for coming and reporting his proposal. Sewer committee: Vice Mayor Vedder reported that there were three bids opened for the bobtail section on Aug. 26th at 7:30p. M. They were: Intercounty Construction: $ 345 Lyons Construction: $ 344,988.60 Widell Associates: $ 327 He further reported that everyone was shocked at the difference between the bids and the estimate. Russell & Axon is further studying the bids to see if they could be reduced. At a workshop meeting on Aug. 30th, the plans were given to several builders for their perusal. There will be another workshop meeting on Sept. 6th for further discussion on this. Comm. Hackman stated that the Town needs sewers, especially two new bulldings and that one builder has requested his money back. This would mean refunding the $ 150,000 donation and he suggests calling upon others in this line of work to accomplish this system by Nov. lst. in order to solve this situation. He further suggested not waiting for the builders to solve it but instead the Commission should come up with a solution. Mayor Horton has met with three of the builders to explore future possibilities, he said. Vice Mayor Vedder reported also meeting with builders to work this out. Nov. lst is the deadline on the contract with Delray and the Mayor stated that Russell & Axon are giving this a lot o attention. Further discussion fol owed. Mayor Horton read a resolution ¢# 159, which is page of these minutes, pertaining to the sewer system. Vice Mayor V dder moved it be adopted, Comm. Beekman seconded and it was unanimously passed. The outstanding bills and accounts were read. Comm. McCook moved they be approved for payment, Vice Mayor Vedder seconded and it was unani- mously approved. r \ MINUTES: TOWN COMMISSION OF HIGHLAND BEACH - Sept. 2, 1969 Page three Mrs. Roth asked for clarification on their request for one level parking and two levels for living not to exceed the 35' height and was assured it was approved. Don Ross asked if the burning of the ballots of the last election was legal? Comm. Beekman said he will check into this matter thoroughly before they are burned. Mr. Ross also asked about the appraisal fee for the sewer lift station property. Mayor Horton stated that the Attorney and the Commission had already questioned it and were told it was higher than normal because of the amount of time taken to col- lect information to submit a very complete report. Mayou Horton also stated that more appraisals would require additional cost and time. Vice Mayor Vedder clarifird the tie -in with Delray on the question by Mr. Bunn. Mr. Dailey asked about the lift station and possible odor? Comm. Horton and Vedder both clarified this. Mr. Bunn asked about sa4 in the water lines and how to alleviate this? Mr. Dailey suggested to flush out the system. There were more comments by Mrs. Roth and Mr. Burnside. Comm. Hackman said he will have Brockway, Owen & Naderson contact Mr. Bunn. Mr. Dailey informed the Commission that the Town owns three Royal palm trees in Bel Lido and maybe they could be used at the Water Plant. There was further discussion. The meeting was adjourned.at 9 :OOP. M. APPROVED • s ATTEST �/ ��'�✓.%'� own clerk j lv/7 /69l b R E S O L U T I O N 159 BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH FLORIDA: That, in connection with the execution of any and all instruments or documents of any nature whatsoever, re- quired by the Florida State Road Department, in connection with any improvement projects involving the Town of Highland Beach and said department within the municipal limits of the Town of Highland Beach,aFlorida, such documents shall be executed on behalf of the Town of Highland Beach by the Mayor of the Town, or in his absence by Vice - Mayor, or in the absence of both, by the Town Manager, and such documents shall be attested by Town Clerk.
