MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - January 29, 1970
A workshop meeting of the Town Commission was held in Town Hall on
January 29, 1970 and called to order by Mayor Horton.at 7:30 P. M.
All Commissioners and the office manager were present.
Mayor Horton read a report from the Town marshall suggesting erection
of STOP signs at side roads entering AIA. Comm. Hackman moved to pro-
ceed on the matter, Comm. Beekman seconded and it was unanimously
carried. Comm. McCook asked if the state would pay the cost and was
answered no. The Town marshall has also asked for a radio hookup
from the patrol car to the Fire dept. Comm. Hackman made the motion
to approve this. Vice Mayor Vedder seconded and it was unanimous.
Comm. Hackman also recommended purchasing No Parking signs for vacant
property.
Mayor Horton reported receiving a contract proposal of $ 75.00 yearly
for pest control in Town Hall from Beane Exterminating Co. It was
i tabled.
A letter received from Congressman Paul Rogers and Lake Worth was read
regarding a community betterment seminar to improve the standard of
living. It will be held in Century Village on February 7, 1970.
Mayor Horton read a letter received from Mr. Wm. James regarding the
cooperating of adjacent communities to avoid consolidation and to
maintain identity.
The Mayor received a letter from the fire inspector at Del Trail fire
dept. suggesting hydrant placement to provide uniform coverage in the
future. Comm. Hackman said he also received the letter and felt this
pertains mainly to the relocation of the hydrant at Holiday Inn. After
discussion it was decided to delay decision until receipt of a request
from Holiday Inn to move the hydrant now on their property.
Mayor Horton read a letter from the Delray Post Office suggesting a re-
duction in stock on hand from the present $ 1,600 to $ 650.00 due to a
recent study. It was decided to delay this until the middle of April.
A letter was read from Mr. Wm. James of the Palm Beach County Legislative
Delegation regarding county wide occupational licensing. The opinion was
that Highland Beach would derive very little income since the revenue
would be on a percentage basis. Discussion followed and the consensus
was to oppose this bill. Mayor Horton will answer and explain the
objections to a county wide occupational license.
Mayor Horton reported on correspondence to determine the Town Marshall's
duties, mowers and status. Complete answers are not yet available.
Mayor Horton reported that he has been discussing with Delray the use
of the jail facilities on a contract basis and a bilateral water hook
up for an emergency use of the water. The Mayor explained that this
reinstated hookup with Delray would avert any didaster that could occur

if the pumps fail at the Water plant or such as happened a few weeks ago
at the repump station at Town Hall.
A notice has been received from th* Palm Beach zoning committee regarding
a meeting Thursday, February 5, 1970 to consider petitions. One that
could affect Highland Beach is one concerning a park site proposed
within 300 feet of our reserve well land. Comm. Hackman said that this
land will be needed in the near future and he will propose such use.
An authorization for plans and specifications have been received from
Brockway, Owen and Anderson concerning a new well and will be brought
up at the Town meeting.
Mayor Horton reviewed the Ordinance governing rental apartments in High-
land Beach and the decision to exercise this control confirmed about a
year ago. Recently, two apartment units were inspected by the Hotel and
Restaurant Commission and the Board of Health due to complaints to the
Town marshall and a health hazard to the Health and zoning committee.
These agencies informed Mayor Horton that the control and police power
is held by the Town. Mr. Don Ross expressed his opinion regarding the
occupational license for his rental apartments and said he will pay the
fee under protest.
The building inspector has recommended Highland Beach adopt the air con-
ditioning code as an Ordinance. It will be available in the Town Hall
office for study.

Mayor Horton read a letter received from Comm. Hackman regarding com-
plaints about water meter reading, specifically the high bill on the
east meter at the Van Lennep property. This has been checked and will
be again. Comm. Hackman explained that specialized labor such as work
on water meters and installations is very hard to obtain.
Mayor Horton, reporting on the Whitehouse property, said that reports
were submitted by the fire dept., the Town marshall and the building
inspector . The fire dept. gave the owners 14 days to answer their
letter. The town attorney wrote to the owners' representative on
January 8th and Comm. Beekman was informed that a work crew would
begin today or Friday to board up. A further report will be made by
the fire dept.
Several bids and a demonstration have been received on copy machines
for the Town Hall office. A log will be kept as to how many copies would
be needed a month. Copies done for the public could be sold to help
defray expenses.
Comm. Hackman received a negotiated proposal from Coastal Pipeline for
installing valves at the water plant in the amount of $ 1,800, The con-
sensus was to proceed with this bid inasmuch as only one firm of nine
contacted made a proposal. Comm. Hackman moved to accept, Comm. Beekman
seconded and it was unanimously agreed.

Vice Mayor Vedder said that Highland Beach should be on a meter sgwer::system
with Delray Beach by April 1970. He reported that the State Board of Health
has revoked the on site treatment plants for Holiday Inn, Seagate and the
Monterey House. Mr. Klinck has informed Mr. Vedder that Russell and Axon
is proceeding on requests from Bel Lido regarding sewers.
Comm. McCook moved to adjourn, Vice Mayor Vedder seconded and it was unan-
imously aggreed to adjourn at 9:40 P. M.
