1970.03.03_TC_Minutes_Regular MINUTES: REGULAR MEETING OF THE TOWN COMMISSION - March 3, 1970 The regular meeting of the Town Commission of Highland Beach was called to order by Mayor Horton on March 3, 1970 at 7:10 P. M. All Commission- ers were present. The minutes of the regular February 3rd meeting and the minutes of the Special meeting on February 10th were approved as read. Executive committee: The area planning board meeting was attended by the Mayor and the Vice Mayor, who explained to the members the residential nature of Highland Beach and made recommendations regarding four laning AlA and a bridge at 51st St. in the 1985 plan. They also attended the community betterment seminar, reviewing various governmental pro- grams. One that was of particular interest to Highland Beach concerned enlarging water systems. Upon request we have received forms from the HUD regional office in Atlanta to fill out at a future time. Mayor Horton remanded the Commission of the forthcoming election and recommended. that the Town Clerk be appointed Supervisor of Elections. Vice Mayor Ved.d.er made the motion, Comm. McCook seconded and it was unanimously passed. Mayor Horton received. from the Town Attorney a letter stating the Ag- uirre case, regarding a marina, is set for appeal in Vero Beach on March 10th. Mayor Horton explained that a copy machine is needed in Town Hall and that 120 copies could have been copied last month. In- formation was gathered on several makes and sizes and the one decided �./ upon is a 3M, at a cost of $ 380.00. Comm. Beekman made the motion to purchase this, Comm. McCook seconded and it was unanimously passed. Copies will be available to the public at a nominal fee. The Mayor received a letter from Stienhardt law offices regarding the Whitehouse property, which has been inspected by the fire and town marstialls and. the building inspector. The underbrush has been cleared and the first floor boarded up. The fire inspector will follow through and make a report. The Mayor and a representative from Co. Sanitation rode through Town checking on the trash collection, which has not been thorough the last few weeks. Letters are being sent to builders and developers regarding pickup of litter and debris. In answer to a sewer construction clean up complaint, these should be directed to the office manager who refers them to Russell & Axon. Mayor Horton said the Town Marshall has requested an Ordinance be passed requiring vehicles working in Town to have a display sign and prohibiting them from parking overnight. This will be drawn up. Mayor Horton reported that correspondence with the Attorney- Genera4Office, the Town attorney, and the attorney representing Mr. DiCampli regarding the Town marshall status, still did. not clear up the matter definitely. We are still awaiting word from Chief Bennett's office and further re- ports will be made. u MINUTES: REGULAR MEETING OF THE TOWN COMMISSION - March 3, 1970 Page two Mayor Horton read a letter received from Mr. Padgett of the Holiday Inn regarding an air conditioner violation. This letter absolves the Town of any responsibility when a certificate of occupancy is issued. The Mayor read correspondence from John Naylor, owner of several lots in Bel Lido regarding a request for some changes in the present zoning. Mayor Horton reported receiving a proposed Ordinance from Teleprompter Corp. to provide cable TV in Highland Beach. Several neighboring com- mranities have adopted this and material will be available in Town Hall for anyone to study. Discussion followed and the matter was tabled. Comm. Beekman reported the taxes collected to date are: $ 49,638.69; outstanding are $ 4,088.61 Finance 8omm. Mc Cook read the financial report dated February 28, 1970. Income is: $ 95,375.76, Expenses: $ 59,716.13, with a $ 17,000. water bond interest payment due in May. Health and zoning; no report, but Vice Mayor Vedder stated a meeting regarding sewers on Bel Air drive was held today in Town Hall. t Public Works and water: Comm. Hackman read the February water report: one million gallons less consumption that month and explained some of the problems concerning the water plant operation. He reportddareceiving several letters of complaint from residents near the water plant on Appleby St. in Boca. The water plant operators checked on this and found it was due to a malfunction in the plant, which will be corrected tomorrow. Also discussed was the Penthouse meter problem and the water system expansion. Zomm. Hackman said that hydrant flushing will resume after the season. Mr. Kemery had no report on the long range planning committee. There was no report on the additional facilities planning committee. Comm. Beekman read a proposed Ordinance providing for the establishment of a fund for improvement of the Town's water system, and providing for a water connection fee of $ 200. per dwelling unit. Discussion followed. Vice Mayor Vedder made the motion to accept this as the first reading. Mayor Horton informed the Commission that a motionwas not re- quired for a first reading. A workshop meeting will be called to add some explanatory words. Comm. Beekman appointed Col. Burnside as Election clerk. Discussion was held on trash collection and some pertinent questions were answered. Complaints called to the office manager are directed to County Sanitation. The outstanding bills and accounts were read for payment. Comm.
