1970.03.31_TC_Minutes_Workshop MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - March 31 1970
A workshop meeting was held on Tuesday, March 31, 1970 and was called
to order by Mayor Horton at 7 :30 P. M. All Commissioners were present.
Mayor Horton read a letter received from Teleprompter Corp. regarding
their proposal for cable TV. No action was taken because Delray has
tabled this matter for now.
The State Rd. Dept. will erect several litter signs in Town, the Mayor
reported and they will also conduct a study regarding parking on the
road right of way if the Town requests it. Discussion followed and
it was decided to proceed no further on this matter now.
Mayor Horton explained several wording changes in the Ordinance pro-
viding for the water system expansion and requiring a $ 200.00 water
connection fee, which had its first reading at the March meeting. Dis-
cussion followed and due to a question regarding wording, it will be
given back to the attorney for further clarification.
Mayor Horton asked Comm. Hackman if he had any recommendations regard-
ing the report on the water plant telephone relay hookup, from Technic
Instruments. Mr. Hackman stated there are several problems and solutions
and he is awaiting suggestions from various people he contacted.
Mayor Horton read a letter from the Town attorney regarding sewer ex-
pansion in Highland Beach Isles, on Bel Air drive, as proposed by build -
er, J. R. Fulgham. After some discussion, the Mayor asked if he should
direct the attorney to draw up an Ordinance covering this and there
were no objections.
Mayor Horton read a letter received from Mr. J. T. Naylor, a property
owner in Bel Lido regarding zoning changes, which has been turned over
to the zoning committee..
Mayor Horton read a resolution received from Delray Beach, authorizing
execution of an agreement for a water hookup with Delray. Our Town
attorney has drawn up a similar Highland Beach resolution to be read
at the next Town meeting. Discussion followed.
Mayor Horton read a proposed Ordinance regarding regulating
parking of commercial vehicles and requiring a display of the business
name on the vehicle. Discussion followed and this will be read at the
next Town meeting.
The Mayor read a proposed Ordinance providing for required connection
to the Town's sewer system, rates, method of billing; and repealing
Ordinances 153 and 154.
Vice Mayor Vedder read a request from Seagate of Highlands for an ex-
tension of the building permits. This was granted for 90 days, with
the provision that no further fill be removed from the east side of
AlA. A motion will be made at the next Town meeting on this matter.

Mr. Vedder reported that the Royal Highlander model permit expired on
February 10, 1970. The property is for sale and Vice Mayor Vedder will
propose at the next Town meeting that the model be removed and the
property on the east side of AlA be cleaned up. He further suggested
that the Monterey House be notified that no fill is to be removed from
east of AlA.
