1970.05.05_TC_Miniutes_Regular MINUTES: REGULAR MEETING OF THE TOWN COMMISSION - May 5, 1970
The regular Town meeting was called to order on May 5, 1970 but due to
a lack of a quorum, it was postponed to Wednesday, *y 6, 1970 and called
to order by Mayer Horton at 12 :00 noon. Present were Mayon Horton, Comm.
Beekman and Comm. McCook, which comprised a quorum. The first order of
business was the certification of election results:

A motion to certify election of office of Mayor - Commissioner, Louis Y.
Horton, and two Commissioners, Milton M. Beekman and Frank R. Jurisch
was made by Comm. McCook, seconder by Comm. Beekman and unanimously
carried. The newly elected Commissioners were then duly sworn in.
Comm. Beekman made a motion to recess the meeting until 7:00 P. M. the
same evening. Comm. McCook seconded and it was unanimous.
The recessed Town meeting was called to order by Mayor Horton at 7:10 P. M.
on May 6, 1970. All Commissioners were present. The minutes of the reg-
ular Town meeting on April 4, 1970 were approved as read.
Executive committee: Mayor Horton reported the litter signs have been
erected in Town on AIA. He reported receiving from the State Road Dept.
an update of: -the road requirements of Palm Beach County covering the years
1970 to 1990. The copy is available in Town Hall. The plans for four
laning AIA in Highland Beach are in the long range forecast - Years 1975
to 1990.
The Mayor reported he and Comm. 14cCook made the Water Plant Improvement
bond payment on May 1, 1970.
Mayor Horton stated he received from Southern Bell a proposal to build
manholes, place conduit, and make five crossings under AIA in Highland Beach.
This will be posted on the bulletin board. Also received; from Florida
Power & Light, a sketch and plan to make an underground cable crossing
under AIA near Penthouse Towers, ,s�j ,Y 1d /T�d �` /�y3 `l�Rfl and one near
Seagate. This will be posted also.
Comm. Beekman reported the outstanding taxes are about $ 700.00, covering
7 or 8 delinquent tax bills.
Since Comm. McCook has retired from the Commission, Mayor Horton read the
financial report dated April 30, 1970. He explained the compar &son be-

`./ liminary figures, with the final audit commencing Monday, May 11, 1970.
It will be available when completed.
There was no report on Health and Zoning.
Public Works and Water: Comm. Hackman reported that 11,034,000 gallons
of water were treated in A Pril and that 302 tests were taken. He further
explained some comparable consumption in neighboring communities and the
problem of the cloudy water that has been in evidence lately. Flushing
the lines should correct this and plans will be made to do this period-
ically. Discussion followed regarding water meters to be installed at
Seagate and Boca -Hi and who is to do the work and the installation of
two meters at Penthouse Towers without arrangements through.Town Hall.
The progress report on the new wells will be available shortly, from
Brockway, Owen and Anderson.
Mayor Horton read a report submitted by Mrs. Sylvia Weyl, who was asked
to represent Highland Beach at an ocean outfall systems report seminar.
The Mayor hopes that either Mrs. Weyl or another representative from the
Town will attend future meetings, to keep citizens informed.
Discussion was held on the Penthouse Highlands water meter such as in-
stallation and the problems encountered in trying to read it before it
was raised.
An Ordinance requiring a sign on commercial vehicles, regulating parking,
and providing a penalty had the second reading. Discussion followed.
Vice Mayor Vedder moved it be adopted, Comm. Beekman seconded and it was
unanimously passed.
The second reading of the proposed Ordinance requiring connection to the
TownTs sewer system was postponed. until the June meeting.
The bills and accounts were read and approved for payment.
A question was raised if workshop meetings were closed and the Mayor
answered no- they are open to the public. It was decided to schedule
the next one on Sat. May 9, 1970 at 9:00 A. M. in Town Hall and a
notice will be posted on the bulletin board, as standard procedure.
The meeting was adjourned at 8:30 P. M.
