MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - June 23, 1970
U A special meeting called at the request of Mayor Horton and Commissioners
Beekman and Jurisch was held on June 23, 1970 at 7:30 P. M. in Town Hall,
for the po.rpose of: review and action upon the acquisition of operators to
operate both the water plant and sewer activities. All Commissioners were
present except Comm. Hackman and Vedder, who were out of Town. Notification
of this meeting was mailed to all Commissioners.
Comm. Jurisch presented his course of action taken for hiring utilities
operators, after receiving a letter of resignation from A. &. S. Utility
Management Co. and the impending acquisition of responsibility for opera-
tion of the sewer system. Cooperation and suggestions came from Brockway,
Owen and Anderson; Russell & Axon; Messers Lawrence Lukin,Leslie Joy,
Matthew Bertash, Ed Meegan, Barrie Burnside, and Mayor Horton.
Progression of goals and action
1. Immediate action needed to assure a continuing supply of water.
2. Operators of water and sewer systems must have following:
A. Licensed to perform
B. Capable and experienced
C. "On call" 24 hours for emergency or hurricane
D. Back up operator
E. Must think "Highland Beach"
A. & S. Utility letter of resignation left door open for further negotiation.
Advertisements placed in Gold Coast newspapers for help.
Job Description
The men needed must be able to do the following:
Water Plant Water Distribution Duties

11. Supervise (out projects) ll.Parts inventories
12.Inspection
13. Supervise installations
14. Create and maintain records
Sewer Operation
1. Licensed to practice 8. Create and maintain records
2. 11 24 hour "on call service 9. Maintain meters
3. Back up man 10. Recommend
4. Maintain lines 11. Co- ordinate with engineers
5. Supervise installations 12. Supplies ordering
6. Maintain and operate lift stations
7. Inspection
This in effect creates a department of " Public Works ".

u Consultation with A. & S. Utility caused their letter of June 8th which co-
incided with our of help required. Cost: $ 15,000.00 per year.
Compared to what is now being spent ( $ 400.00 a month -$ 4,800.00 a year)
this may look like a sharp increase. However we must have:
1. Water operators
2. Sewer operators
3. Have qualified maintainance
4. Prepare for tomorrow
Can we justify the cost of $ 15,000. per year for the full service described?
Using the source "Florida League of Municipalities 1969 Wage Scale Survey"
we find the following wage scales:
Water plant operators
Boca Raton $ 5,116. - 6,115.
Boynton Beach $ 4,264. - 5,928.
Deerfield Beach $ 4,272. - 6,000.
Delray Beach $ 4,560.- 6,408.
Water Plant Superintendents
Boca Raton $ 7,404. - 8,736.
Boynton Beach $ 6,552. - 9,204.
Deerfield Beach $ 5,184. - 6,300.
Delray Beach $ 7,056. - 9,936.
Sewer operators
Boca Raton # 5,116. - 6,115.
Boynton Beach $ 6,440. (224hr. 316hr. est)
Deerfield Beach $ 4,704. - 6,000.
Delray Beach $ 4,776. - 6,720.

A shortage of this type of help exists in Florida and nationwide.
Assumption check:
What would it cost Highland Beach to secure men at lowest average local wage
scale. Two water operators -- $8,548. One water superintendent S 5,184.
One sewer operator -- 4,704 one water operator $ 4,264.
$ 13,232.00 One sewer superintendent $ 5,184
$14,632.
plus truck and equipment plus municipal employment benefits.
The Municipal employee in this area has:
1. 40 hour week

7. Incremental salary increases.
8. Truck, equipment, tools, insurance furnished.
Truck and equipment est. at $ 6,000.00
Benefits est. at $ 1,800.00

Mr. Jurisch recommended that we sign an operating contract with A. &. S.
Utility Management Inc. and made the motion to accept the agreement be-
tween A. & S. Utility and the Town of Highland Beach, which is page 4
of these minutes, for a 24 month contract. Discussion followed. Several
additions and minor word changes were added and Comm. Beekman made the
motion to consider these amendments as part of the contract. Comm. Jurisch
seconded and it was unanimously agreed to accept the amendments and ;I also
to accept the amended contract.
The meeting was adjourned at 8 :30 P. M.
