The regular Town meeting was called to order by Mayor Horton on Tuesday,
July 7, 1970 at 7:10 P. M. All Commissioners were present except Comm.
Hackman who was out of Town. The minutes of the Town meeting on June
2, 1970, the special meeting on June 23, 1970 and the workshop meeting
on June 23, 1970 were all approved as read.
Executive comm: Mayor Horton reported that the water lines will be
flushed this Saturday July 11, 1970, as the routine procedure and that
post cards will be mailed Wed. July 8, 1970.
The Mayor reported that work is proceeding on the codification of the
Charter and Ordinances. One bid has been received and we are awaiting
word from one other firm. Regarding the Town Hall branch Post Office,
Mayor Horton explained that after checking with the Postmaster in Delray
Beach, he has outlined a course of action toward obtaining a higher rate
for our contract. Comm. Jurisch moved to proceed on action, Comm. Beekman
seconded and it was unanimous.
The Mayor read a letter received from Mr. John Spinnenwuebber, requesting
the removal of a sign from his property which advertised rooms available in
Highland Beach. This was referred to Mr. Don Ross as president of the
apartment owners association, for action.
Mayor Horton read a letter received from the State Insurance Commission
regarding the availability of flood insurance. This will be investigated
further.
After hearing about the higher assessments and receiving the preliminary tax
assessment roll, the Mayor and Comm. Beekman went up to the assessor's office
in the County court house to obtain an explanation. He explained the inforyv
mation to those residents in attendance. Discussion took place.
Comm Beekman reported that the total taxes collected to date are $ 54,000.00.
There is only one outstanding bill which totals $ 25.00.
Finance: In the absence of Comm. Hackman, Mayor Horton said that the audit
has been completed and copies are available in the office. Mr. George, who
is a CPA and a member of the finance committee, stated he thought the
report was good.
Health and Zoning: There was no report on health. Vice Mayor Vedder
stated that the zoning committee has had several recent meetings, and
that the Air conditioning Ordinance should be ready for reading at the
next Town meeting, after study by two air conditioner contractors.
Public works and water: Comm. Jurisch reported that parts are on order
for the hydrants in Bel Lido. He further stated that A. & S. Utility
Mng. have signed the contract to be the Town's Utilities operators, be-
coming effective August 1, 1970, and that some new procedures will be
instituted. Comm. Jurisch said the meter reader has requested a raise
from $ 35.00 to $ 50.00 a month and he moved to accept this. Vice Mayor
L./ Vedder seconded and it was unanimously decided. Comm. Jurisch stated he
received the preliminary water expansion report from Brockway, Owen and
Anderson and that the final recommendations will come later.

Mr. Walton had no report on the planning committee..
The Town Marshall reported on the number of calls up to this date - 158 and
made several recommendations on the future needs of the Town. Mr. Horton
asked Mr. DiAampli to present his proposal in writing for study by the Comm.
before the present contract expires in December.
The Ordinance governing the parking of boats within the Town was read for the
second time. Comm. Beekman suggested a change in Section l;of wording and
the elimination of a paragraph in Section 2. Discussion followed. Comm. Beekman
moved to accept the two amendments. Vice Mayor Vedder seconded and it was
unanimous. Vice Mayor Vedder moved to accept the Ordinance as amended and
Comm. Jurisch seconded. After discussion it was unanimously accepted.
A proposed Ordinance providing for required connection to the Town sewer system,
providing for payment of sewer connection charges, rates and charges for use,
etc, had its first reading; due to changes made after the reading in June.
This Ordinance will not be voted on until the Town accepts the sewer system.
A proposed Ordinance creating rules, regulations and penalties; governing
servicing, installation and improvement of all functions as it pertains to
the water supply of the Town was read-for the first time.
Discussion was held on the plans for future four laning of AlA including
additional bridges.
The outstanding bills and accounts were approved for payment by the motion
of Vice Mayor Vedder and seconded by Comm. Jurisch.
The meeting was adjourned at 9:35 P. M.
