1970.08.11_TC_Minutes_Regular N MINUTES: REGULAR MEETING OF THE TXOWN COMMISSION - August 11, 1970 The regular Town meeting was called to order by Mayor Horton on Tuesday, August 11, 1970 at 7:10 P. M. All Commissioners were present except Comm. Jurisch and Vice Mayor Vedder, who were out of Town. The minutes of the regular Town meeting July 7th were approved as read. Mayor Horton explained that he was requested to represent about five non- resident property owners at the assessment equalization hearing in West Palm Beach. He appeared but the hearing was heard in private with the Assessor, Mr. David Reid. The Mayor reported that we have received a, second bid On codification of the Charter and Ordinances. Mr. Lamb is doing a study comparison, to present to the Commissioners at a future time. Mayor Horton reported that a new Post Office contract has been signed and that the yearly fee is now $1,200.00 As our volume increases, we could request a future increased rate. The Mayor stated that since the Ordinances of the Town do not provide for a permit or inspection fee for the sewer system tie in, he suggested an inspection fee of $ 100.00 for a condominium or multi - family and $ 20.00 for single family homes. Discussion followed and it was sug- gested that we write to Florida League of Municipalities for their assistance on rates. The Mayor read a letter recieved from Highland Beach Utilities Co. re- questing approval of lift station #5 to serve Boca -Hi. Commissioner Beekman moved this be approved, Comm. Hackman seconded and it was unani- mously approved. Mayor Horton read a letter from the Florida Dept. of Natural Resources regarding a law passed in 1970 state legislature which prohibits constr- uction or excavation within 50 feet of the mean high water along the Gulf of Mesico or the Atlantic Ocean. This plus our Town Ordinances should control this effectively, Mayor Horton said. The Mayor read a letter received from the Palm Beach County Municipal League regarding several projects they are interested in: better distribution of county tax monies, and beach erosion, along ocean frontage in Palm Beach County. Membership dues are $ 50.00 yearly and the Mayor suggested it would be a good idea to join this to present a united front. Comm. Beekman moved we join this league and Mayor Horton seconded. Their next meeting is to this Friday in Delray. Discussion followed. Mayor Horton reported receiving from Palm Beach County a copy of the Co. licensing law, passed by the State legislature without knowledge of the municipalities in Palm Beach County, which provides for issuance of countywide licenses for construction and setting of fees. The Mayor explained that the U. S. Gov't has set up a flood insurance pro- gram to be administered by HUD. We have received correspondence from Mr. Broward Williams, Insurance Commissioner regarding this. The Town of Manalapan, who acted on this, sent us the necessary steps to follow. Comm. Beekman moved to pass this Resolution as read, Comm. Hackman seconded and it was unanimous. The Resolution is page o Of these minutes. Mayor Horton showed a sketch for a proposed Town sign to replace the old one now existing. Mrs. Calhoun, Mrs. Santangelo and Mr. Ceparano formed a committee to work on this. Mr. Ceparano recommended a sign similar to the one at Spanish River Park in Boca Raton, made of redwood. Comm. Hackman moved to approve $ 100.00 for expenses, Comm. Beekman seconded and it was unanimously decided. Discussion followed. Tax comm: Comm. Beekman reported one outstanding tax bill for $ 25.00, Finance comm: Comm. Hackman said that he felt the audit report was very well done. He reported no further progress on the budget. He said that the Civil Defense dept. in the County has asked for someone to contact in an emergency, and suggested Fire Chief Conklin, Town Marshall DiCampli, and MV Jesse Arney. Mayor Horton said that we also received a request and we are trying to find retired army service personnel in the new condominiums. Meanwhile, Comm. Hackman volunteered his services. Public works and water: The Mayor stated that Mr. Arney has reported that after the third monthly flushing of the water lines, there is little evi- dence of the calcium carbonate that caused the cloudy condition in the water. reading of the Then Ordinance regarding sewers will be delayed until the Sept. meeting. The second reading of the Water Ordinance was held, which creates rules, regulations and penalties; governing services, installing and improving og all functions as it pertains to the water supply of Highland Beach. Corm. Beekman moved it be adopted, Comm. Hackman seconded and it was unani- mously passed. The bills and accounts were read for payment. Comm. Beekman moved they be approved, Comm. Hackman seconded and it was unanimous. Comm. Beekman made a suggestion that the bills be stamped approved at the Town meeting. Discussion took place on a request by Mr. Don Ross regarding being notified of workshop meetings.
