The regular Town meeting was called to order by Mayor Horton on Tuesday,
Sept. 1, 1970 at 7:10 P. M. All Commissioners were present except Vice
Mayor Vedder and Comm. Hackman, who were out of Town. The minutes of
the regular August 11, 1970 meeting were read and after amending the
minutes to read that affirmative action was taken on joining the Palm
Beach County Municipal League, were approved.
Exec. comm: Mayor Horton reported that we have heard from HUD regarding
flood insurance and that we should have coverage some time in Sept. Any-
one interested in being notified when we receive final confirmation, should
contact the Town Hall Office manager to have their names put on a list.
Mayor Horton read Mr. Lamb's report on his study of the two code corporations
regarding codification of the Town charter and ordinances. After his evalu-
ation, he recommends the Municipal Code Corp. of Tallahassee. Comm. Jurisch
made the motion to accept the bid from the Municipal Code corp. Comm. Beekman
seconded and it was unanimously accepted. This company will be notified im-
mediately, so work can proceed.
The Mayor read a notice received from the State of Florida Dept. of Legal Af-
fairs regarding taking action on smut peddlers in the State of Florida. Mayor
Horton feels that since we have no schools or retail establishments where books
can be sold, we are not affected, but are happy to be on the departments' mailing
list for notices, to be kept informed.
Mayor Horton reported receiving from the Corps of Army Engineers an application
of a bulkhead in the waterway on the west shore in Tropic Isle subdivision. If
there are any comments please forward them to the Dept. of the Army before
Sept. 28, 1970. The notice will be posted on the bulletin board.
Mayor Horton read a letter received from the Town of Palm Beach regarding beach -
front construction and of a meeting to discuss beach erosion to be held on
Sept. 9, 1970. Mayor Horton asked for a volunteer to attend the meeting.
The Mayor reported receiving a call from an attorney representing a property
owner in Byrd Beach regarding a request for a 30' easement by the Corps of
Army engineers to have access from the Intracoastal to the Ocean for dredge
fill from the canal. Discussion followed. There is no action to be taken
by the Commission since the Town is not involved, but the Mayor said he will
take steps to be represented at meetings to keep informed.
Tax comm: Comm. Beekman reported that there is still one outstanding tax bill
in the amount of $ 25.08.
Finance comm: Mayor Horton reporting for Comm. Hackman said the finance comm.
is working on the budget to be presented along with the taxport at the Oct-
ober meeting.
There was no report from the health and zoning committee.
Public Works and water: Comm. Jurisch reported that the water operators will
v inspect meters once a year and that they will now be read by one of the repair
men, every month as standard procedure. He further reported that the hydrant

\./ in Bel Lido has been replaced. Comm. Jurisch is ihitia.ting a program to beautify
the water plant and is collecting bids for work on the driveway re -seal,
sprinklers, sodding, landscaping and fence repair.
The decision was unanimous to postpone the second reading of the sewer ordinance
until the next meeting.
The Town marshall presented an oral proposal covering police services for the
next two years: a Town owned station wagon, three policemen on 16 hour
shifts (6:00 A. M. to 10:00 P. M.), on call 24 hours and uniformed, arrest
powers, first aid, fire protectionfor a total of $ 25,000 a year. This
would mean Town expense of $ 22,000. plus ticket incomefrom fines and ar-
rests. Mr. DiCampli also presented an alternate plan for $ 750.00 a month
which would include four patrols a day, plus ambulance service. He stated
that he would submit a written proposal as promptly as possible. Mayor
Horton asked Mr. DiCampli to submit a. proposal that would include the present
patrols plus additional coverage on Sundays, to supplement the skeleton coverage
we now have. Discussion followed.
A resolution was read establishing a sewer inspection fee and is Page -Ly- --
of these minutes. Comm. Jurisch moved it be adopted, Comm. Beekman seconded
and the decision was unanimous.
A proposed Ordinance raising the insurance requirements of all people licensed
to work in Town to $ 1Q0,000 to $ 300,000 - $ 10,000., updating and amending
Ordinance #k 127 had its first reading.
Mr. DiCampli reported that an armOd guard is working in Town, hired by the
telephone company to guard their equipment. Mayor Horton answered that this
will be investigated further.
Mr. Totz of Bel Lido asked when storm drains would be installed in that area?
Mayor Horton said that if the Bel Lido Association requests, that sewers be
installed, storm sewers could be put in at the same time. Discussion followed.
Mr. Jack Butler of Bel Lido requested a permit for the Bel Lido signs and said
that he will abide by the requirements of the Sign Ordinance. Comm. Beekman
suggested that new signs replace the existing ones, which are in a state of
disrepair.
The bills and accounts were read for payment. Comm. Beekman moved they be ap-
proved for payment , Comm. Jurisch seconded and the decision was unanimous.
The meeting was adjourned at 9:15 P. M.
