A workshop meeting fo the Town Commission was called to order by Mayor
Horton on November 16, 1971 at 7:30 P. M. All Commissioners were pres-
ent.
Mayor Horton reported on correspondence received from the U. S. Coasta=l-
Geodetic Survey in Washington regarding the mean high tide line. Also
received from the City of Boca Raton was a copy of a report done by a
FAU professor on mean high tide marks. This information will be on
file in Town Hall and future information will be gathered.
Mayor Horton read correspondence received from several Town residents
both pro and con, regarding bicycle paths in Town. Discussion followed.
No action is contemplated in the near future.
Regarding the scheduled court appearance on Nov. 18th, Mayor Horton
stated that the attorney advises that the Commissioners and Inspectors
need not appear.
The Mayor reported that we have received a letter from the Governor's
Council on Criminal Justice stating that although money is available
for police work, the Town has been denied the request for funds for
the fiscal year 1971 -72.
Mayor Horton read correspondence received from Florida League of Cities,
which included a copy of a Resolution to return 50% of the corporate
profit tax directly to municipalities. This was tabled.

Comm. Jurisch explained a survey of the number of street lights in
Town presently and the X#&/ maximum number that we could have. He
reported that we now have 40 lights on AlA and that there are 54
vacant poles on which lights could be installed. This matter will be
brought up at the regular meeting. Discussion followed.
Mayor Horton read a letter received from the Area Planning Board re-
garding dredging on property south of Russell Rd., owned by Mr. Paul
Aguirre, who has plans to develop the property. Also included was
correspondence from Jenkins and Charland, consulting engineers and
the Department of Natural Resources. Discussion followed. Comm.
Hackman moved to send a letter to the Area Planning Board approving
but requesting the Corps of Army Engineers to check that the depth
of the Intracoastal Waterway not exceed 16 1 and that only clean fill
be allowed.
Discussion was held regarding the Easterly Survey Line and the
changing coastline.
Discussion took place regarding the Bel Lido assessment notices.
Mayor Horton explained to the Bel Lido residents in attendance that
the payments will not be due until the project is completed and
accepted by Resolution.
Mayor Horton reviewed the Police protection function and asked for
opinions from the Commissioners as to costs and how soon to develop
a full time police department.

L Comm. Hackman's opinion is that this is an administrative matter ac-
cording to the Charter and that a referendum is not necessary. Mr.
Frank Walton, Chairman of the police committee, offered that when the
taxpayers' money is spent, it is justified to have a vote on it. Comm.
Jurisch stated he thought a referendum requesting additional millage
for police protection costs might be defeated. Mayor Horton stated
that a Municipal Court was established about two years ago and that
a judge was available to sit if necessary. He further stated that
the City of Delray Beach might house anyone needing to be incarcera-
ted, on a fee basis. He explained that the Town Hall facilities and
water storage are inadequate,. and that discussion should center around
these issues and how to finance them. Discussion followed on several
aspects covering this matter. Comm. Joy reminded the Commission of
the motion passed in August, which gave the Commission power to estab-
lish a legal police department. Mayor Horton suggested that the Towns-
people be allowed to be in on the discussion regarding the additions
needed in the areas discussed; getting people to act as clearing houses
on information. It was recommended that this issue be on the agenda
at the next regular meeting to establish a time table for hiring police-
men.
