1971.01.05_TC_Minutes_Regular t MINUTES: REGULAR MEETING OF THE TOWN COMMISSION - January 5, 1971 The regular meeting of the Town Commission was called to order by Mayor Horton -. on Tuesday, January 5, 1971 at 7 :10 P. M. All Commissioners were present. The minutes of the regular meeting on December 1, 1970 and the special and workshop i meeting of December 17, 1970 were approved as read. Mayor Horton corrected an error in the January Town bulletin which stated that Mr. Rudolph Hertwig had served without compensation when he was Town Mgr. Mr. i Hertwig served as Commissioner for- the $1.00 a year that all Commissioners re- ceive but he was paid a salary as Town Manager, the Mayor stated. The Mayor reported that Town marshall has received medallions, flags, and bad- ges for his men to display on their shirts. Mayor Horton reported that Occupational License fees collected totaled almost $ 1,900.00 in the month of December. Since the office manager started inspections for this in October, a total of $ 3,540.00 has been collected. The Mayor reported that the Post Office stamp sales were up from $ 6,300. 00 in 1969 to $ 8,500.00 in 1970. As a result of this increase in sales figures, a future request for additional compensation might be requested from the Post Office in the future. An announcement was read of a meeting Monday, January 11, 1971 at 7:30 P. at FAU in regard to an Area Planning Board presentation concerning Service Area ##6, which includes Highland Beach. We have received from Palm Beach County Development Board a memo regarding the relocation of Aute-v Headquarters, which they are striving to keep in Palm Beach County. A copy of a resolution passed by Palm Beach Gardens urging the Navy Dept. to retain Antec Headquarters in West Palm Beach was also forwarded to us. Mayor Horton reported the Palm Beach County Municipal League is having a January meeting at the Belle Glade recreation area at noon on January 8, 1971. This is to be a barbeque luncheon and me�ing. Comm. Beekman reported the taxes collected to date were $ 64,900.00 Finance Comm. Hackman reported the financial report for December will be posted on the bulletin board. He stated that water sales are over double for the same period last year. Regarding the Bel Lido sewer financing, Comm. Hackman stated that the engineers report has not yet been received from Russell & Axon. Once the cost estimate has been submitted, work can proceed on advertising for bids and the bonds validated..�_. Health and Zoning: Vice Mayor Vedder reporting on the Royal Highlander model removal stated that a letter has been received which states they are negot- iating to either sell the model or have it removed, not later than Feb. 28, 1971. Public Works and Water: Comm. Jurisch reported he hopes to be in communication this week with Brockway, Owen & Anderson regarding bids being let out on the water plant expansion . He also hopes to hear from Trio Development concerning the water line relocation at the Bel Lido bridge. MINUTES: REGULAR MEETING OF THE TOWN COMMISSION - Jan 5, 1971 Page two. ��. A resolution #k 170 urging the State Legislature to pass the bills re- garding Town Charter changes was read and is page 3 of these minutes. It was passed 4 to 1, Comm. Hackman dissenting. A proposed Ordinance amending Ordinance ## 133, updating the Master & Journeyman Rlectric fees to agree with the recently passed Plumbing fees increase held its first reading. A proposed Ordinance providing for required connection the Town sewer system, providing for payment of a sewer connection fee, providing for rates and charges for sewer system use and method of billing for required payments of service , had its first reading. Discussion followed and some changes were suggested. Discussion took place regarding the County library system and the taxes levied, which the Town of Highland Beach is not taxed for because we have established a lending library of our own. ) . Discussion took place regarding the Bel Lido sewer system and how the as- essments are to be determined. A question was raised regarding zoning vs deed restrictions on Bel Air Drive in Bel Lido. Mayor Horton answered that when this was zoned 1 years ago, there was no knowledge of said deed restrictions, but that a study done a few months ago revealed this information. The bills and accounts were unanimously approved for payment. The meeting was adjourned at 8 :45 P. M.
