1972.10.17_TC_Minutes_Special PUBLIC HEARING OF THE TOWN OF HIGHLAND BEACH - October 17, 1972 A public hearing was held at the Holiday Inn on Tuesday, October 17, 1972 for the purpose of hearing comments on the proposed Zoning Ordinance. This is in accord with State Statute 163, which the Town adopted as Ordinance 4175 The notice of this hearing was published in the Sun Sentinel and the Palm Beach Post on October 2nd and October 11th. In attendance were Mayor Horton, Vice Mayor Dent, Commissioners Joy and Mumford, Mrs. Roberts, Mr. Foster and many interested persons. The Mayor read excerpts from letters received from several property owners who could not attend the hearing. One letter requested a change in the front setbacks from AlA in the single family dwelling zone and the other opposed any reduction in density. Mayor Horton explained that zoning must be in line with the Master Plan, according to Florida Statute 163. All in attendance were given the opportunity to voice their opinions. Among the comments were: 1. Opposition to the maximum 240 length of buildings in the RM -10 zone on the Bel Lido perimeter. A request was made to reduce the maximum length to 160 with 20 side setbacks, if someone planned to join two lots together. 2. A resident inquired about the publicity regarding this public hearing, Mayor Horton answered that legal notices were published twice in two newspapers, it was announced in the monthly newsletter, announced at the regular Town meeting on October 3rd. It was first read at a Special meeting on September 22nd, discussed at meetings on October 3rd, 10th and 16th. It will be further discussed at a Workshop meeting on October 31st and the next regular meeting on November 8th. 3. A resident pointed out that a developer could have 18 units per acre west of the Intracoastal Waterway - opposite the Town - and that our density is considerably higher. 4. Mr. Morton Gilday, President of the Civic League, commended the Planning Board and the Town Commission for their work on this whole project. 5. A resident asked about what is planned for across from the Monterey House. Vice Mayor Dent answered that a 25 unit, 6 story condominium site plan has been submitted and that tentative approval was granted. 6. An attorney,representing a single family residence owner in Byrd Beach, expressed the desire for single family zones in Town. The Mayor explained that the deed restrictions were recently removed in that area and that a change of zoning has been requested by a property owner. This was referred to `� the Planning Board for further consideration. Vice Mayor Dent introduced Mr. Vern Foster, the Chief Building Inspector and Zoning Official. Mayor Horton announced we are gathering bids toward demolition of the building next to Town Hall, fill to be hauled in and other site work, toward proceeding with construction of the new Town Hall. A meeting has been arranged with the architect for Thursday, October 19th, to finalize plans. The Mayor explained that the sewer assessment fees are now due for the Bel Lido area and that the sewer connection fee increased 10% on October 3rd. He further added that the police patrolmen are to report by November 27th and that our police force will be in full operation at that time.
