1972.03.21_TC_Minutes_Workshop MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - March 21, 1972 L The Workshop Meeting was called to order by Mayor Horton at 7:45 P.M. All Commissioners were present, as well as Mrs. Roberts, Town Attorney Poulton, Messrs. Roy Simon, Curt Goss, John Klinek, Walter Hayes, and several interested persons. The first item discussed toward placement on the bond issue was the preliminary plan for the new Town Hall facilities and remodeling of the present Town Hall for the police function, submitted by Mr. Roy Simon. Estimate of costs are approximately $175,000. Discussion followed. The next item was the water system improvements report, submitted by Russell & Axon. Mr. Hayes and Mr. Klinck answered questions and explained several items contained in the report. Further discussion was held regarding methods of financing, itemizing of issues to be placed on the bond issue, and rearranging a time table. Mr. Poulton and Mr. Goss were asked to make preparations for the special meeting next Tuesday, March 28th. Mayor Horton read a letter received from several property owners in Highland Beach Isles, regarding zoning restrictions. This letter will be referred to the Planning Board. The Mayor read two letters received from property owners in Town, recommending that the Commissioners and the Mayor receive some proper compensation, further suggesting that this item be added to the ballot in May. Discussion followed and the concensus was to postpone any action on this issue. Discussion was held on two additional Charter Changes: 1. A two year term of office for Commissioners with elections held every year. 2. Right of petition, referendum and recall. Commissioner Jurisch offered a recommendation as to the renewal of the A & S Utility Contract. This will be discussed further. Vice Mayor Vedder read a letter received from the Manager of the Vagabond Apartments, proposing to move the north sign to a more suitable location. Also read was a request for extension of the Four Ambassadors model building permit. Another letter read has been received from Aguirre Investment regarding sewer and water tie -ins on Russell Road. These will be brought up again at the Town meeting. Mayor Horton explained that a letter has been sent to the Highland Beach Utilities Company regarding completion of the sewer system in Town. We are awaiting an answer.
