1973.05.12_TC_Minutes_Regular MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - May 12, 1973 - 9.30 A M
This special meeting was called by Mayor Horton and Commissioners Gilday and
Joy for the following purposes:
1. Resolution re: I -95,
2. Resolution re: Interim Treatment Plant Approval,
3. Approval of Counsel,
4. Letter from Planning Board, and
Workshop meeting to follow the above.
Present were Mayor Horton and all Commissioners, and a press representative.
Mayor Horton read Resolution No. 224 urging the completion of I -95 in Palm
Beach County. Commissioner Joy moved it be adopted and Commissioner Mumford
seconded. The following voted yes: Mayor Horton, Vice Mayor Dent and
Commissioners Gilday, Joy, and Mumford.
The Mayor read,"R.esolution 46. 90 , approving an agreement to be entered into by
users of Interim Treatment Plants for Sewage, pursuant to guide lines established
by the Florida Department of Pollution Control, The Area Planning Board of
Palm Beach County, and The City of Delray Beach. Discussion followed. Action
tabled for further study.
Commissioner Gilday read a proposal received from Tylander, de Claire, Becker
& Van Kleeck of Boca Raton to represent the Town as General Counsel. He 6
found them highly recommended and reported meeting with Attorneys Tyl ,r and
Sliney of that firm. Commissioner Gilday moved to retain this firm as Town
Attorneys at a retainer of Five Thousan ($5,000 p er annum, to be paid
quarterly. Commissioner Joy seconded. T e o owing voted in favor: Mayor
Horton, Vice Mayor Dent and Commissioners Gilday, Joy, and Mumford. Commissioner
Gilday explained that he had informed Mr. Mowry of this possible decision last
week.
Mayor Horton read a letter dated April 30 received from the Planning Board
stating at a Public Hearing held on April 5, 1973, the Board unanimously
approved the 135' height of the proposed elevated water storage tank behind
the new Town Hall.
The special meeting adjourned at 10 :40 A.M.

A RESOLUTION OF THE TOWN COMMISSION OF THE
TOWN OF HIGHLAND BEACH, HIGHLAND BEACH,
FLORIDA SETTING FORTH THE NEED FOR THE
COMPLETION OF I -95 IN PALM BEACH COUNTY
AND PETITIONING THE STATE OF FLORIDA
DEPARTMENT OF TRANSPORTATION TO EXPEDITE
THE CONSTRUCTION OF SAME
WHEREAS, there exists in Palm Beach County an immediate need for
an additional north -south limited access highway, and this should be
a top - priority item 1, and
WHEREAS, the south part of Palm Beach County is rapidly increasing
growth in population and summertime traffic is getting to be as heavy
as that of the winter season on such north -south highways as A -1 -A,
U.S. highway 1, Congress Avenue, Military Trail and the Florida Turnpike,
and
WHEREAS, several sections have been completed in Boca Raton and
Delray Beach, and
WHEREAS, U.S. Congressman Paul Rogers is urging the completion of
I -95, in order to facilitate movement of traffic and enhance public
safety,
`.' NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town
of Highland Beach, Highland Beach, Florida, that:
We urge the completion of I -95 in Palm Beach County and direct
that a copy of this resolution be sent to Congressman Paul Rogers,
the Honorable Reubin Askew, Governor of the State of Florida, the
Florida Department of Transportation, the Palm Beach County Commission,
and to each member of the Palm Beach County Legislative Delegation.
