MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - AUGUST 22, 1974

At 9:50 A.M. Mayor Gilday called the meeting to order, the notice,
Attachment "A ", advises purpose as "Preliminary Review of the Budget ".
Present were:
Mayor Gilday, Vice Mayor Joy and
Commissioners Clark and Bauer
Absent:
Commissioner Mumford
Mrs. Roberts read and explained the items comprising estimated income
and expenditures as shown in proposed budget (Attachment "B ").
A lengthy discussion followed as to the present -day thinking, as to
new Condo construction for Radice, Parker Properties, Oliver- Hoffmann
and Boca Hi.Revenues for permits were estimates for fees which would
be payable for electrical, air conditioning, paving, plumbing,
sprinklers, pools, and /or seawalls. Building Permits were excluded
for Boca Hi, Oliver - Hoffmann and Regency Highland because of delaying
construction.
`./ It was suggested that the correction in assessed valuations and
continued deficits would require a possible 24 per 1,000 gallon
increase in charges for water consumption. (Consensus of the
Commission to pursue this at a later date.) An additional suggestion
was to have a $3.00 minimum for all units or water consumption
charges whichever is more.
Ex -Mayor Horton explained that in the past, water plant deficits were
to be off -set by ad valorem tax revenues or Revenue Sharing Funds.
Debt servicing was discussed in detail.
Expenditures as denoted in the budget were reviewed item by item.
It appeared that a millage increase will be necessary. It was pointed
out that possible increases for electricity charges and garbage fees
payable by the Town are not included in the present budget format.
The tentative report to be further discussed at the Special Meeting
scheduled for August 23d.
