Minutes of Meeting of Town Commission
PUBLIC HEARING ON PROPOSED 1984/85 FY BUDGET
Friday, September 21, 1984 5.01 P. M.
A Public Hearing on the Proposed 1984/85 FY Budget was called
to order at 5:01 P. M. by Mayor Louis Y. Horton in the Town
Commission Chambers at Town Hall. Also present were: Vice
Mayor Mary Louise G. Blosser, Commissioners John J. Basso,
William E. Paul, and Betty Jean Stewart.
Also present were: Town Clerk Mary Ann Whaley and Finance
Director M. Maree Fowler. Town Manager Elaine W. Roberts was
absent.
Mayor Horton announced that the purpose of this meeting was to
review the proposed budget and solicit citizen input. Mrs.
Evelyn Houck protested funding for the Greening of A -1 -A, citing
the fact that $14,800.00 out of Town funds had already been
spent on this project and further felt that to appropriate any
additional money would be an irresponsible act on the part of
the Town Commission.
A memorandum was distributed from the Town Manager regarding
proposed regrading of the Finance Director, Internal Auditor,
Maintenance Supervisor, and two police positions. Substantial
discussion took place regarding the fact that this matter had
been previously discussed at the prior budget meeting. It was
the consensus of the Town Commission to delay any regrading,
except for that of the Town Clerk, which was previously approved,
until study by the Ad Hoc Evaluation Committee was undertaken
to determine the justification for any other regrading. It was
further stipulated that the regrading, as recommended for the
police positions, would be included in this budget.
As a matter of record, the Mayor announced that the tentative
millage rate proposed for the Town of Highland Beach would be
a total of 3.2423 mills.
Commissioner Basso made a request to add to the agenda of a
Special Meeting being held on September 25, 1984, a review of
the performance of the Town Manager. Commissioner Basso stated
that he had lost confidence in the Town Manager's performance
and felt that the matter required attention and discussion as
soon as possible. The remainder of the Town Commission con-
curred in the placing of this matter on the agenda of the Special
Meeting. The Mayor directed the Town Clerk to add the item to
the agenda and post as necessary.
Prior to the adjournment of this meeting at 5:20 P. M., the

newspapers and all criteria had been met with regard to the
proposed passage of the propsed budget.
