TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
SPECIAL MEETING
April 13, 1984 1:30 P.M.
A Special Meeting of the Town Commission was called to order
at 1 :30 p.m. by Mayor Louis Y. Horton in the Town Commission
Chambers at Town Hall. Also present were Vice Mayor Mary
Louise G. Blosser, Commissioners William E. Paul, Betty Jean
Stewart and Harry Walter.
Also present were Town Attorney Thomas E. Sliney; Town Manager
Elaine W. Roberts; Building Official Bruce Sutherland; Town
Clerk Mary Ann Whaley; citizens and the general public.
MOTION was made by Commissioner Walker /Commissioner Paul to
appoint Ray Yeager and Joe Corsino as Highland Beach Police
Officers, to commence work on April 15, 1984. All voted aye.
Discussion was then held regarding a request of Mr. and Mrs.
William Field who live on Tranquility Drive to place an "Open
House" sign at the entrance to the Bel Lido subdivision. It was
noted that the Town Code did not provide for such a sign and there-
fore a special exception was being requested. Commissioner
Stewart stated that it was her opinion that the other residents in
the Bel Lido area were entitled to an unmarred, beautiful entrance
and therefore did not feel that the exception was warranted. Mr.
Henry Crowell of Bel Lido addressed the Town Commission along with
Mr.and Mrs. Field expressing no objection to the requested sign.
Mr. and Mrs. Field were advised that the Town Code as written was
an effort to alleviate any discrimination throughout the Town
regarding "Open House" signs and therefore it was the consensus of the
Town Commission that the request be disapproved.
The next matter before the Town Commission was the Planning
Commission's referral of their recommendation of 3/26/84 to disapprove
plans as submitted for sites "B" and "C" at Boca Highland.
Mr. Delaney and several representatives of the Boca Highland
project addressed the Town Commission in favor of the plans.
Attorney Mark B. Schorr of the firm of Becker, Poliakoff &
Streitfeld, Attorneys for the Braemer Isle Condominium ASSOCia-
tion, as well as Boca Highland residents Charles Arbetmen, Charles
LoDolce, Ira Kaplan, Benjamin Cohen, Philip Klein and Jack

Donohue addressed the Town Commission in opposition to the project.
Mrs. Doris Rome, Planning Commission Member, in answer to a
question from Commissioner Stewart, advised the Town Commission
that the Planning Commission never requested a new two building
plan from the developer.
Mr. Irving Saunders, Acting Chairman of the Planning Commission
reiterated the Planning Commission's recommendation to disapprove
the submitted plans.
Substantial discussion took place involving matters of density,
fire access, requirements under the RPUD, internal traffic, the
of the RPUD roads for Aberdeen Arms and Carron House and recreational
facilities available, after which MOTION was made by COMMISSIONER
STEWART /COMMISSIONER WALKER to deny the request of Boca Highland
based upon the recommendation of the Planning Commission, the
opinions expressed by the Town Attorney, and based upon the evidence
presented today and previously and urging Mr. Delaney to go back
to the Planning Commission to work out an acceptable plan between
Boca Highland and the Town. The Town Commission was polled
and the MOTION passed unanimously.
There being no further business to come before the Town Commission
at this Special Meeting, the meeting was adjourned at 4:30 p.m.
