1951.09.04_TC_Minutes i Kinutes. Highland Beach Town Commission. September 4, 1951 ( A regular monthly meeting) The meeting was called to order at 7:30 P. A. by i��apor Totterdale. Present were Comm. Dubendorff, Smith, Totterdale & Hertwig. Comm. elect Harmon was absent, being still out of town. On motion of Comm. Smith, seconded by Comm. Dubendorff and passed by affirmative votes of all four commissioners present the minutes of the following mentioned meetings were read and approved; meetings of the Equalization Board on Tax Assessments of July 3rd & 11th; 1951; meetings of the `Down Commission of August 14th, 15th, & 26th, 1951+ Comm. Hertwig read letter dated 8/28/51 from E. L. Chipman concerning restrictions on the 100 foot plot just south of his property;' By geh.. eral agreement the clerk was requested to place the letter in the TowA f4les and to check the deed books at the Gounty Court House iri order to gain further in on this question. Letter dated 8/29/51 from P.B.C. Rescources Developement Board was read; it concerns the ordering of copies of the Gounty Pictorial 866k- l.et.` try general agreement the matter was tabled.` Comm. Hertwig moved that the Town stock of meters and brass goods be turned over to H. L. Cromer, for proper consideration, so as to re- lieve the Town from the trouble of maintaining this inventory, iV1r Cromer has been doing most of the installing of the water connections and his service has been satisfactory. sifter some discussion, Comm. Dubendorff seconded the motion and it was adopted by affirmative votes of all four commissioners present. Conn. liertvrig pointed out that several Crater meters recently installed, were oversized now so that they would be adequate i ,Then proposed addi- tional structures become completed. It was suggested that the nininut monthly water charge should be based on the size of meter irhich._would be required to properly service the existing requirements. Commd`Smith moved that this policy be applied from this date forvtard and that a confirming resolution be drawn to ratify the action' .' The motion was seconded by Comm*' Dubendorff and passed by affirmative votes of all four commissioners present. Ttixayor Totterdale reported verbally that conversations were being held with Engineer Brocksra.y concerning a proposal for the Towin as trustee to take over title to the submerged lands, fro:: t'�e State Land Dept. By general agreement it ras decided to investigate the project. With Vice P a yor Smith presiding; Mayor Totterdale took the floor to state that he intended further developenent of his tract ?rest of AlA and had several proposals to make to the Commission. Highland Heath Town Commission. 9/4/1) After consideration and discussion, Mayor Totterdale statled that the revised budget, figures seemed appropriate and correct and that if there were no .objection he would submit them to the L'om izsion for approval as the final budget for the fiscal year beginning 11/1/51. There was some question about the items of 4300,00 each for rent and office salaries and it was decided to eliminate these separate items and increase the contingency fund as shown to 0118/+.00. 1 was done by general agreement and Gomm.. HertTig moved that the fig- uses as outlined in red on the preceding page be a0opted as the final budget for the coming fiscal year* Comm.' Smith seconded the notion and it tra.s passed by affirmative votes of all Four com- missioners present. Mr. Frank Bader, who comprised the audience, mentioned tlae question of tar on the beach as being most objectionable. He stated that a- long the Jersey coast they had managed to eliminate the trouble to a large extent. He offered to make inquiries _as to the Methods used so that we could take appropriate action here. The commissioners stated they would appreciate any constructive suggestions. Mayor Totterdale presented,and requested the clerk to Lead, a letter dated august 9, 1951 from :attorney U. Y. Byrd, wherein %s. Byrd an- nounced his decision. to iAthdraw as Totan attorney.'
