Regular monthly meeting recessed from 9/2/52
E The meeting was called to order at $ p.m. by Mayor Totterdale.
Also present were Comm Smith and Hertwig. Comm. Harmon was absent
because of illness and Comm. Skillman was out of town.
Minutes of the monthly meeting of September 2nd and the meeting
of the Equalization Board on Tax Assessments of the same date,
were read and. approved on motion of Comm. Smith, seconded by Comm.
Hertwig and the affirmative votes of all three commissioners present.
There was general discussion about the meter reading problem and by
general agreement the Town Clerk was instructed to arrange with Mr.
Cooper to read the water meters at the same cost and terms for
which Mr. Kirk has been doing this service, which is 20¢ per meter.
Comm, Hertwig advised that the water meter of Stephan A. Healy in
Byrd Beach, was not registering and there was general discussion
about the matterjas to date Mr. Healy has not signed the contract
under which we supply water to the residents of Byrd Beach. It was
generally agreed that the meter condition should be corrected and
Comm. Smith moved that the Twon Clerk be authorized and directed to
have a substitute meter installed by H. Z Cromer and to also have
the defective meter pat in proper repair if advisable. Comm. Hertwig
seconded the motion and it was passed by affirmative votes of all
three commissioners present.
On motion of Comm. Hertwig seconded by Comm. Smith and approved by
affirmative votes of all three commissioners present, the Clerk was
authorized and directed to ahve H. Z. Cromer install concrete meter
boxes where necessary around the Byrd Beach meters at a cost of
$59-50 for each box. By general agreement it was decided that the
Town would absorb this charge rather than risk antagonizing the new
water customers over the relatively small amount involved.
Mayor Totterdale presented a statement dated September 7 1952
which he wished to submitt as the final budget for the fiscal year
beginning November 1, 1952 . After some discussion there was gen-
eral agreement that the estimates given were appropriate and proper
but in view of the absence of two members of the Commission the
Mayor suggested that the Town Clerk be requested to have the figures
put in the form of a resolution for formal approval at the next
meeting of the Commission when more members would be present. Bar
general agreement it was decided to plac the Mayors statement in
the minutes of this meeting and to follow out the above mentioned
suggestion for its later approval.
The Mayor's budget estimates are shown on the following page.
