1952.04.01_TC_Minutes MINUTES -- Highland Beach Town Commission -- April 1, 1952 (a regular monthly meeting) The meeting was to order by Mayor Totterdale at ?:30 p.m - Present were Comma Ha rmon, Piekrell, Smith, Totterdale & Hertw go Mr. Roger Skillman attended the meeting as a tax -payer and also present were a number of persons owning property south of the Town limits. Minutes of the meeting of March l were read and approved on mo- tion of Comm. Smith seconded by Comm. Harmon and affirmative votes of all five commissioners present. Comm. Hertwig reported that he had consulted Attorney Byrd concern- ing the request of Merilda Peckham for change in zoning and was ad- vised that the requested change seemed neither proper or, justified under the circumstances. After some further discussion Comm. Pi.ck*ell moved that Merilda Peckham's petition for zoning change be denied. The motion i4as seconded by Comm. Harmon and approved by affirmative votes of all five commissioners present. There was general discussion concerning the matter of the submerged lands and the committee was requested to continue progress. Bp general consent the meeting was recessed 'for one hour at 8:10 p.me in order to discuss a petition from persons south of the Town limits to have their lands brought into the ,Town.. ere was complete discus- sion from all angles and at 9:10 pam. called the meeting to order. Comm. Hertwig moved that the petition of property owners to come into the Town be referred to the Town. Attorney for advice and counsel. The motion was seconded by Comm ' , Pickwell and approved by affirmative votes of all.-five commissioners present. Mayor Totterdale appointed Comm, Hertwig a committee to attend the matter. Clerk Hertwig reported that all proper steps had been taken to carry out the coming elections but that only one candidate for each office, had filed qualifying statements hence the scheduled primary election would not have to be held. Whereas the following persons are the only ones who have properly qualified as candidates, for Totn.- Commissioner officers of the Town, in the elections to be held on April $ 1952 and May 6, 1952, to wit; ROBERT TOTTERDALE for office of Lyor- Commissioner J. MORRISON SMITH for offica of Vice -Major Commissioner RUDOLPH W. HERTWIG for office of Town Clerk - Commissioner John. F. Harmon for office of Town Commissioner ROGER M. SKILLMAN for office of Town Commissioner And whereas only one person has properly qualified as candidate for each separate office; Now therefore, pursuant to SECTION 14 CHAPTER "Elections" of the Town Code, The Town Commission of the Town of Highland Beach, Florida, hereby declares that the persons above named are qualified as candidates whose names shall be placed on the official ballot to be voted on at the General Election to be held on May 6 ,1952, and that the Primary Election supposed to be held on April 8, 1952 is superfluous and unnecessary and shall not be held. Hertwig moved that the persons named by the Mayor and listed above be officially designated a s Clerk and Inspectors of the election to be held May 6, 1952, that they be notified of their appointment and that the notice be duly posted on the Town Bulletin Board. Comm: Smith seconded the motion and it was approved by the affirmative votes of all five commissioners present.
