1983.07.08_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA TOWN COMMISSION SPECIAL MEETING Friday, July 8, 1983 _ 3:00 P.M. Mayor Horton called this Special Meeting to order at 3:00 p.m. Those in attendance were: Louis Y. Horton, Mayor; Mary Louise G. Blosser, Vice Mayor and Commissioners William E. Paul and Harry Walker. Commissioner Betty Jean Stewart was absent. Also in attendance were: Elaine W. Roberts, Town Manager, Kenneth Jones, Chief of Police and members of the Police Department; Mary Ann Whaley, Town Clerk; Fire Study Committee members Robert Slater and Harold Cohen; and members of the news media and general public. A Resolution of the Town of Highland Beach to establish the Undermentioned Accounts at Atlantic National Bank of Florida, Boca Raton, Florida, Checking Account entitled "Town of Highland Beach General Fund Account" and Investment Account entitled "Town of Highland Beach General Fund Account" was read by the Mayor. MOTION was made by VICE MAYOR BLOSSER /COMMISSIONER WALKER that the Resolution be adopted. All voted aye. Two letters were then discussed, the first from the Department of Environmental Regulation concerning the Drexel property. The Commission requested additional information on this matter. Mrs. Roberts advised that she had already made a request for additional information and would get back with the Commission on it. The other letter from the Department of Natural Resources involved construction of a seawall on the Spink property. Mrs. Roberts will contact the DNR and get an extension of time for this reply. Robert Slater, Chairman of the Adhoc Committee on an Independent Fire Department then submitted the Committee's report to the Town Commission. Mr. Slater went over the report summarizing the aspects of the report which included proposals to establish the Town's own Fire Department, and the possibility of the establishment of a Public Safety Department, which would incorporate the police and fire functions. Harold B. Cohen, a member of the Adhoc Committee was also present. Maher, Highland Beach P.D. Officer Widelitz, Highland Beach P.D. Officer Guthlein, Highland Beach, P.D. Lt. Cecere, Highland Beach P.D. Chief Jones, Highland Beach P.D. Ann Moss, Resident Bob Myers, Resident Leon Canova, Resident Harold Cohen, Committee Member Ed Schmidt, Resident Peter Genovese, Resident Paramedic Sedgwick, Del Trail F. D. Lowell Blum,Chairman, Police Committee Michael Dent, Resident i After discussion by the Town Commission, Mayor Horton indicated that the purpose of this meeting was to receive the report from the Adhoc Committee and no action will be taken on it in the immediate future, however, all comments would be recorded and taken into consideration.
