MINUTES OF TOWN COMMISSION MEETING
REGULAR MEETING
Tuesday July 1 2014 1:30 PM
Mayor Bernard Featherman called the Regular Meeting to order in the Library's Goldstein Community
Room at 1:30 PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown; Commissioner
Dennis J. Sheridan; Commissioner Louis P. Stem; and Commissioner Carl Feldman. Also present: Town
Attorney Glen Torcivia; Town Manager Kathleen D. Weiser; Town Clerk Beverly M. Brown; Finance
Director Cale Curtis; Public Works Director Edward J. Soper; Police Chief Craig Hartmann; Library
Director Mari Suarez; Assistant to the Manager Zoie Burgess; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.

Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted as
presented.

A) ORDINANCE NO. 14-006 O — Second Reading and Public Hearing
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA AMENDING
CHAPTER 23, "SIGNS AND ADVERTISING" OF THE TOWN CODE OF
ORDINANCES, TO PROVIDE FOR CLARIFICATION REGARDING THE
PERMITTING AND REGULATION OF SIGNAGE; PROVIDING FOR
CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE.
Town Clerk Brown read Ordinance No. 14 -006 O into the record.
Mayor Featherman opened the Public Hearing. Hearing no comments from the public, Mayor
Featherman closed the Public Hearing.
Board Discussion:
Commissioner Feldman — Are there any limitations on the length of a sign that can be put on a fence in
front of new construction; particularly the one at 3200 S. Ocean? Town Manager Weiser — The pictures
on the sign are considered a wind shield which they are required to have and this has been approved.
MOTION: Commissioner Sheridan moved to accept Ordinance No. 14 -006 O as presented.
Commissioner Stern seconded the motion.

6. CONSENT AGENDA:
A) RESOLUTION NO. 14-004 R
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA SUPPORTING
THE LOCATION OF MAJOR LEAGUE BASEBALL TEAMS IN CENTRAL PALM
BEACH COUNTY AND PROVIDING FOR AN EFFECTIVE DATE.
B) Commission to approve 2014 -2017 Strategic Plan.
C) Minutes:
May 27, 2014 — Workshop Meeting
June 3, 2014 — Regular Meeting
Town Clerk Brown read the items on the Consent Agenda into the record.
MOTION: Vice Mayor Brown moved to accept the Consent agenda. Commissioner Stem seconded the
motion.

7. NEW BUSINESS:
No new business.
8. MISCELLANEOUS — ITEMS LEFT OVER:
A) Commission to authorize Amendment to the Town's Fund Balance Policy for
Compliance with GASB Statement No. 54.
Town Manager Weiser — We have changed the method of funding our Disaster Recovery Fund. Rather
than funding it all at once, there would be $100,000 put in the fund every year until it reaches 8.3 percent
of the then and in effect budget. Comm. Stern — Should we take the funds now out of our unassigned
balance and put it into this or should we wait until October. Finance Director Curtis — It is your decision

since it would not make a huge difference. Comm. Stern preferred it be done in October. By consensus,
Town Commission agreed to fund the Disaster Recovery Fund in October.
MOTION: Vice Mayor Brown moved to authorize Amendment to the Town's Fund Balance Policy as
stated. Motion was seconded by Commissioner Sheridan

9. REPORTS — TOWN COMMISSION:
A) Commissioner Carl Feldman — I spoke with some people regarding maintaining and mowing the
the swales on AIA. They indicated they would not mind maintaining it, but did not want the liability of
it. Are they liable for it even though it is not their property or their trees? Town Attorney Torcivia — We
are considering putting a sentence in the Resolution that would say "this does not create any additional or
any new liability ". Town Manage Weiser — If we are referring to any trees that the resident has put in,
other than the ones put in by the State, they are liable. Comm. Feldman — They should have the Town's
permission to put any type of planting in the right -of -way.
B) Commissioner Louis Stern — For our bikers and Police Dept., there is a new item coming on the
market called "Back Tracker" which would prevent bicycles from being rear ended. I have information
on this and will share it with our Police Dept. and Paul Resnick, our most ardent bike person.
C) Commissioner Dennis Sheridan — I have noticed a huge change in the bikers riding two abreast
rather than the packs they had been using. I wish our staff and residents a happy Fourth of July weekend.
D) Vice Mayor Ron Brown — No report.
E) Mayor Bernard Featherman — On June 30 I was sworn in as President of the Boca Raton
Rotary Club at the Delray Sands Hotel. They would consider renaming it to the Highland Beach/Boca
Raton Rotary Club if more members from Highland Beach would join. They do a great deal of charitable
work here in the United States as well as in foreign countries.
10. REPORTS — TOWN ATTORNEY GLEN TORCIVIA:

11. REPORTS — TOWN MANAGER KATHLEEN D. WEISER:
Our Fourth of July flags will soon be put out by our resident Sue Epling. Town Manager Weiser
distributed the Proposed Annual Budget.
12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING:
Peter Rodis, 3224 S. Ocean Blvd — What progress has been made on the Boca Property? Town
Attorney Torcivia — It is progressing. The Boca Raton Planning Board has approved it. Town
Manager Weiser — We have received all payments on time. The item is being introduced on July
22 and the fmal hearing is August 12 at 6:00 PM in the Boca Raton Chambers.
13. ADJOURNMENT:
There being no further business to come before the Commission, Mayor Featherman adjourned the
Regular Meeting at 1:55 PM upon a MOTION by Commissioner Stern; seconded by Commissioner
Sheridan.
