RECESSED WORKSHOP MEETING TO
REVIEW PROPOSED 1984/85 FY BUDGET
Thursday, August,23, 1984 1.30 P.M.
A Recessed Workshop Meeting to review the proposed 1984/85 FY.General
Operations Budget was called to order by Mayor Louis Y. Horton at 1:30
p,m. in the Town Commission Chambers at Town Hall. Also present were
Vice Mayor Mary Louise G. Blosser and Commissioner John J. Basso.
Commissioners William E. Paul and Betty Jean Stewart were absent.
Also present were Financial Advisory Board Chairman Jane Rayner; Town
Manager Elaine W. Roberts; Finance Director M. Maree Fowler; and Town
Clark Mary Ann Whaley.
Prior to the continuation of reviewing the requests as made by the
department heads at a meeting of June 4, 1984, the establishment of
the department head meetings was questioned. After discussion, it was
the consensus that since the Town Manager already meets with the
entire staff on a monthly basis, the department head meetings were
unnecessary. It was noted that if any particular problem existed, then
each individual department head should take it up with the Town Manager.
It was also the opinion of the'FAB that the department head meetings
• were an unnecessary use of time in Town. The Town Manager stated that
the practice would be discontinued.
With regard to the insurance questions which arose at the August 21,
1984 Workshop Meeting on the Budget, Mrs. Roberts indicated that Mr.
Reese James of the PAB and Mr. John Sudbay of the PAB both had sub-
stantial insurance backgrounds and would be willing to serve on an
Ad Hoc Committee for the purpose of reviewing the Town's existing
insurance fringes with a view toward a more consistent system. The
Vice Mayor stated that thought might be given to the expansion of the
present Ad Hoc Evaluation Committee to accomplish this study. The
Mayor will put a notice in the Bulletin to solicit assistance in this
regard.
With respect to the requests of the department heads, it was the con -
census that the over - maximum longevity increase would remain as is, as
would the health coverage pending further study and the salary schedule.
The Town Commission reiterated their concurence in the FAB's recommend-
ation that the Cost of Living increase be granted at 4.2 %.
A request was submitted by the department heads that due to the 4th of
July falling on Thursday, that Friday be taken as the now allowed
floating holiday by the entire staff, with Town Hall being closed. It

was noted that a survey had been taken among the staff, with several
staff members opposing the request. As this was not a matter affecting
the budget, this will be studied at a later date.
With another request originating with the department heads wherein each
department head reaching maximum salary entering into a negotiated
contract with the Town, the FAB recommended disapproval of this request.
The Town Commission concurred in this recommendation.
It was noted that regrading requests were pending from the Police De-
partment, Finance Director, Internal Auditor, Town Clerk and Maintenance
Departments. With respect to all of the requests other than the Police
Department, the FAB recommended that no regradings occur until further
study and evaluation was made of the positions, as stated in an August
23, 1984 memorandum from the FAB, who had met earlier with the PAB. The
Town Commission concurred in.the recommendation of the FAB, however,
felt that the Town Clerk should.be regraded at this time from Grade 12
to Grade 16 and therefore approved same. A request was also made for
the redrawing of the Town Clerk's job description to include all of the
responsibilities presently in that office, particularly with the computer.
• Regradings of the Police Department were recommended as follows:
Patrolman from Grade 8 to Grade 9
Sgt. from Grade 11 to Grade 12
Lt. from Grade 13 to Grade 14
Chief from Grade 16 to Grade 17
After substantial discussion, it was approved to regrade the Police De-
partment. However, the COLA would not be included on top of the re-
gradings. The new salary schedule will be adjusted to reflect this.
The Vice Mayor questioned the unaudited statements concerning payroll
records in the Finance Department and will meet with the Finance
Director to obtain the answers to some questions.
Mrs. Roberts reported on several other budget items including the pro-
posed increase for.the Town Hall custodians to $64.13 per day, which
increase was approved. Mrs. Roberts noted that the Maintenance Super-
visor was checking as to the possible need for painting the Bel Lido
bridge, as well as the police station in the next building. Also to
be reviewed would be the requirements for Ann Rowals as a full time
secretary to all Boards and Commissions in Town, and the mowing by the
Town of the AlA right -of -way in July and August. As far as the request
for additional information regarding the Library, Liane Novak, Pres-
ident, will address the Town Commission at the August 28, 1984 Work-
shop Meeting to submit the requested information.

The Town Commission thanked those involved in the preparation of the
proposed budget, after which the meeting was adjourned at 3:25 p.m.
