TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission WORKSHOP MEETING Tuesday, October 26, 1993 1:30 p.m. Mayor Arlin Voress called the Workshop Meeting of the Town Commis- sion of the Town of Highland Beach, Florida, to order at 1:30 p.m. in the Commission Chambers at Town Hall. Others in attendance were Vice Mayor Bill Paul, Commissioners Arthur Eypel, and David Augenstein. Commissioner John F. Rand was absent. Also present were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano, Town Clerk Anne M. Kowals, CMC, and members of the general public. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA The Agenda was unanimously accepted as submitted. 93.1 PUBLIC COMMENTS AND REQUESTS Mr. Jose Echeverria of Russell Drive, head of the Highland Beach Turtle Program, reported, as of this date, there are just two nests remaining. • Mr. Echeverria acknowledged receipt of a letter from Pine Jog, dated October 07, 1993, thanking the Highland Beach volunteers who participated in the 1993 Coastal Cleanup on September 19th. Mr. Echeveria invited all to join the volunteers involved in the beach cleaning which is an on-going affair in Highland Beach. Mr. John E. Ward of Braemar Isle, noting the Advice and Protection Program Ad Hoc Committee submitted written information to the Town Commission, questioned when this matter will be discussed. It was noted the Mayor will address this issue under the next agenda item. 93.2 BOARDS AND COMMITTEES Mayor Voress, noting a vacancy will occur on the Financial Adviso- ry Board in November when Member S. Myron Browner's term expires, stated Mr. Brown indicated a desire to continue serving on said Board. This matter will be addressed at the November 02, 1993, Regular Meeting of the Town Commission. The Mayor, noting the correspondence from the Ad Hoc Committee was received after today's Agenda was distributed, proposed discussion of this issue be deferred to the November Workshop Meeting to give the Commissioners an opportunity to study the information. Said proposal received unanimous acceptance. t Town Commission Workshop Meeting Minutes October 26, 1993 Page 2 of 4 93.3 PROPOSED ORDINANCES AND RESOLUTIONS None 93.4 DISCUSSION RE NOVEMBER/DECEMBER NEWSLETTER The Commissioners reviewed the draft of the November/December Newsletter and directed same be prepared for mailing to residents. 93.8 DISCUSSION RE ADELPHIA CABLE Noting it was the consensus of the Commission to carry discussion of 'Adelphia Cable' on our Workshop Meeting Agendum to obtain in- put from residents regarding the cable service, the Mayor advised he was informed by Ms. Jean Baker of Adelphia Cable that the 'commercial transmission line up' will remain the same as in the past for the next year. MISCELLANEOUS - ITEMS LEFT OVER Status of Building Development in Town The Commissioners received and reviewed the 'Status of Building • Development in Town', a report submitted by the Building Department. Minutes for approval at November 1993 Regular Meeting Following the review of four sets of Town Commission Meeting Minutes, it was the consensus to move this item to the Regular Meeting Agenda for consideration. REPORTS - TOWN COMMISSION Vice Mayor Bill Paul Under his report, Vice Mayor Bill Paul questioned if arrangements were made to have the new Talent Bank Applicants appear before the Town Commission to be interviewed. It should be noted the Applicants are invited to be interviewed at a Town Commission Workshop Meeting following their attendance of a meeting of the Board of their choice. The Vice Mayor, noting residents question why the new rescue vehicle cannot be used to transport individuals to the hospital, advised a permit from the County is required for that purpose; only Bethesda and Atlantic Ambulance Service have a County permit to transport individuals to hospitals. Vice Mayor Paul stated there is no cost out of pocket for any resident using Atlantic Ambulance Service; the resident gives information regarding his/ her insurance coverage. Town Commission Workshop Meeting Minutes October 26, 1993 Page 3 of 4 s Vice Mayor Paul advised he will be happy to meet with any resident to discuss any questions regarding the Atlantic Ambulance Service. Commissioner Arthur Eypel Commissioner Arthur Eypel reported he and Mayor Voress attended the recent meeting of the Palm Beach Countywide Beaches and Shores at which Mr. Kirby Green of the Florida DNR (Tallahassee) was pre- sent to respond to questions regarding the 'administrative rule' relating to the Coastal Construction Control Line. Commissioner Eypel, questioned by residents with regard to stakes placed on the beach, noted his research indicates the Department of Enviornmental Protection and the Department of Environmental Resources Management ran a test program throughout Palm Beach County; they placed the stakes to alert beach cleaning contractors that their mechanical devices are restricted as to where they can be operated (they must stay east of the stakes) so as not to impact the nesting during the turtle program season. It was noted the stakes were placed without any notification to the beachfront property owners. Ms. Lucy Miller, 3301 South Ocean Boulevard, a Highland Beach • Turtle Program Volunteer, advised the Town Commission that at a 'Special Meeting' of the DNR and DERM on May O1, 1993, it was an- nounced both agencies will be vigilant with beach cleaners. Ms. Miller's offer to report to the Town Commission on a regular basis in order to keep all informed was accepted. Commissioner John F. Rand Commissioner John F. Rand was absent - no report. Commissioner David Augenstein Commissioner David Augenstein,, development in Town, noted the Highland is coming to a close; for the sales office property o construction of a single family well under way. reporting on the status of building addition and alteration at Boca four townhouses are being planned n the West side of AlA; and the residence on the B & C site is Mayor Arlin Voress Mayor Arlin Voress reported all residents will be receiving infor- mation in the mail regarding lead and copper in drinking water. REPORTS - TOWN MANAGER Noting the Town Commission authorized the Mayor and Town Manager to be representatives to the Municipal League, the Town Manager recommended the same apply to the Multi-Jurisdictional Issues Coordination Forum Interlocal Agreement entered into with the County. It was the consensus to place on the November Regular Commission Meeting Consent Agenda the appointment of the Mayor as the Regular Member and the Town Manager as the Alternate Member to represent the Town on all issues addressed by said Forum. Town Manager Mariano advised, at the request of Commissioner Rand, a letter indicating all data has been returned to the Town Clerk's Department has been prepared for signature of elected officials leaving office. The Town Manager reminded all residents the Government Open House is scheduled to take place on December 02, 1993, from 10:00 a.m. to 3:00 p.m.; everyone is invited and urged to attend. There being no further business to come before the Town Commission at this time, Mayor Voress upon proper Motion, adjourned the Work- shop Meeting at 2:40 p.m. APPROVED: Arlin Voress, Mayo ul, /commissioner Absent John F. nd Commis Toner David Augens ein,~ ommissioner TOWN OF HIGHLAND BEACH, FLORIDA Minute~~of Meeting of Town Commission PUBLIC HEARING Tuesday, October 05, 1993 1:35 p.m. Mayor Arlin Voress, upon recessing the Regular Meeting of this date, called the advertised Public Hearing of the Town Commission of the Town of Highland Beach, Florida, to order at 1:35 p.m. in the Commission Chambers at Town Hall. Others in attendance were Vice Mayor Bill Paul, Commissioners Arthur Eypel, and John F. Rand. Commissioner David Augenstein was absent. Also present were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano, Town Clerk Anne M. Kowals, CMC, Building Official Lee Leffingwell, and members of the general public. Mayor Voress, noting this advertised public hearing was called to examine an application for Special Exception submitted by Aldo Ruscito (owner) re installation of boat lifting device at 4229 Intracoastal Drive as per Town Code of Ordinances Chapter 30, Section 5.2 (d) (2) and Section 10 regarding Special Exception Procedures, requested public comments.
