TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
SPECIAL MEETING
Friday, November 05, 1993 3:30 p.m.
Mayor Arlin Voress called the Special Meeting of the Town Commis-
sion of the Town of Highland Beach, Florida, to order at 3:30 p.m.
in the Commission Chambers at Town Hall. Others in attendance
were Commissioners Arthur Eypel, John F. Rand, and David
Augenstein. Vice Mayor Bill Paul was absent.
Also present were Town Manager Mary Ann Mariano, and Town Clerk
Anne M. Kowals, CMC.
It was noted this Special Meeting was called by Mayor Voress for
the purpose of giving first reading to two proposed ordinances.
Said ordinances will be published in the Boca News on 11/16/93;
they will be discussed at the November 30, 1993, Workshop Meeting
and final reading and consideration will be given at the December
Regular Meeting.
Mayor Voress, noting the first proposed ordinance deals with the
charge for collection of garbage, trash, and recyclables within
the boundary of the Town of Highland Beach, requested same be
read, by title only, by the Town Clerk.
• 1. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
PROVIDING FOR UTILITY RATES, FEES AND/OR CHARGES,
SPECIFICALLY AMENDING HIGHLAND BEACH CODE SECTION 24-13
OF CHAPTER 24 RELATING TO SOLID WASTE (GARBAGE, TRASH,
AND RECYCLING CHARGES.)
Town Manager Mary Ann Mariano advised the proposed charges have
been reviewed and recommended for approval by the Financial Ad-
visory Board during the budgetary process.
In response to the Mayor's request for comments, there were none
forthcoming from the Town Commission nor residents.
As requested by the Mayor, the Town Clerk read the second ordi-
nance by title only.
2. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING CHAPTER 16 ENTITLED "MOTOR VEHICLES AND
TRAFFIC" SECTION 16-3 ENTITLED "PARKING ON RIGHT-OF-WAY"
OF THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH.
It was noted this proposal is to tighten up the current ordinance
and to strengthen the Town's position in a court of law.

The Commission was advised tickets are issued if vehicles are not
parked on a 'paved' driveway; the proposed ordinance will allow
the Police Department to write tickets to those parking on grassy
areas (particularly on single family lots).
During discussion, it was the consensus to have the body of the
ordinance re-worded for clarification of 'parking space'.
Once again, there were no comments forthcoming from residents of
the Town.
Having completed the purpose of the Special Meeting, the Mayor,
upon proper MOTION, adjourned same at 3:40 p.m.
