1993.12.28_TC_Minutes_Workshop TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Town Commission Meeting WORKSHOP MEETING Tuesday, December 28, 1993 1:30..P.,M. Vice Mayor Bill Paul called the Workshop Meeting to order in Com- mission Chambers at 1:30 P.M. Others present were Commissioners Arthur Eypel and David Augenstein. Mayor Arlin G. Voress and Com- missioner John F. Rand were absent. Also present were Town Manager Mary Ann Mariano and Town Attorney Thomas E. Sliney, as were members of the general public. Deputy Town Clerk Doris Trinley served as Recording Secretary in the absence of Town Clerk Anne M. Kowals. The agenda was amended to include review and discussion of the January/February 1994 issue of the Town Newsletter and accepted as amended. 93.1 PUBLIC COMMENTS AND REQUESTS Resident Horace G. Leng, Jr. of 1128 Russell Drive addressed the Town Commission, asking why any resident would be allowed to serve on two • different Town Boards; he noted that this practice would seem to be discouraging to other residents who wanted to serve. Vice Mayor Paul explained that while the Commission is responsible for staffing the Boards, when vacancies occur they can only consider for nomination those residents who have submitted a Talent Bank Application, which application is current and active at the time. Responding to Mr. Leng inquiry regarding reappointment of a Board member after a 3-year term has been served, the Vice Mayor noted that as in an initial appointment, a Commission member must nominate that person for reappointment. 93.2 BOARDS AND COMMITTEES Vice Mayor Paul noted there were no vacancies at this time. In discussion regarding the Advice and Protection Program's Ad Hoc Committee, Commissioner Augenstein referred to a recent memo the Commission had received from John E. Ward, Chairman of that Committee, which noted the members' desire to disband. Based on this informa- tion, the Commissioner suggested that dissolution of the Committee be discussed and acted upon at the January 4, 1994 Regular Meeting. Town Manager Mariano noted that a resolution in this regard would be in order and same would be prepared for the Commission's consideration at the Regular Meeting. (A copy of Mr. Ward's memorandum is attached hereto and made part of these Minutes.) .Town .Commission ' Workshop Meeting - Minutes December 28, 1993 Page 2 of 3 . 93.3 PROPOSED ORDINANCES AND RESOLUTIONS None. 93.8 DISCUSSION RE ADELPHIA CABLE The Town Manager advised a letter had been recently received from Adelphia that addressed points previously discussed, and said she would see that all Commission members received a copy so that any recommendations the members might have could be considered before she met with Attorney Cormac Conahan to determine how the Town should proceed. MISCELLANEOUS - ITEMS LEFT OVER There were no comments regarding the Status of Building Development Report submitted by the Building Department. There was no discussion regarding the following Minutes: November 30, 1993 Workshop Meeting December 7, 1993 Regular Meeting Same will be considered for approval at the January 4, 1994 Regular Meeting. REPORTS - TOWN COMMISSION Vice Mayor Paul noted that all Commission members will be contacted individually by Gee & Jenson to set up informal meetings for the pur- pose of receiving input regarding the long range plan for the Town complex. Neither Commissioner Eypel nor Commissioner Augenstein had a report. The Vice Mayor and Commissioners extended best wishes for a Happy New Year to all. REPORTS - TOWN ATTORNEY None. REPORTS - TOWN MANAGER Referring to the Vice Mayor's report, Ms. Mariano advised that before the Commission is approached by Gee & Jenson, she will have Gee & Jenson 's Scope of Services proposal available for their review at the next Workshop Meeting so that they can be better prepared for their individual meetings. ,Town ,Commission Workshop Meeting - Minutes December 28, 1993 Page 3 of 3 Regarding the current outside contracting for televising Town Commis- sion meetings, which expires the end of 1993, Ms. Mariano requested a 3-month extension for further study before a decision to continue or cancel is made. The Town Manager referred to a letter received from the law firm of Jones, Foster, Johnson and Stubbs, which had been previously copied for the Commission, having to do with a request regarding the Town's zoning code. She noted the Town Attorney had been requested to review the letter and advise as to correct procedure in responding to this matter. Ms. Mariano next invited review and comment regarding the January/February issue of the Newsletter. She also noted that the subject of the Newsletter will be an agenda item for the next Workshop Meeting so discussion can take place regarding the possibility of going to semi-annual publication. Referring to information contained in the current issue of the Newsletter regarding live Christmas tree pick-up by County Sanitation, Vice Mayor Paul noted the date for the record - January 6, 1994 - and stressed that residents should not put the trees out on any other earlier date. He added that according to Code, the earliest residents could put trees out for collection would be noon on January 5. David Augens ei Commissioner ATTEST• ~- MEMORANDUM T0: TOWN COMMISSION FROM: JOHN E WARD, CHAIRMAN AD HOC COMMITTEE DATE: DECEMBER 22, 1993 RE: ADVICE & PROTECTION PROGRAM As suggested by the Town Commission at its Workshop Meeting on November 30, 1993, I contacted Mary Gerstenlauer, President of St. Lucy's Women's Guild, to ascertain if their organization would be interested in working with the Ad Hoc Committee to implement an Advice and Protection Program. After consulting with her co-workers, Mary Gerstenlauer advised me that the Women's Guild had decided it wishes to keep its program within the Parish, and did not want to become involved in additional activities. That being so, the whole project was reviewed by the Ad Hoc Committee on December 15, 1993. It was clear that it would be pointless to • pursue the matter further with the Women's Guild, but we respected their views. Indeed, doubt was expressed by our own committee members regarding the possibility of successfully integrating the Advice and Protection Program with their project of visiting the sick and elderly. It was noted that the Women's Guild had received a significant number of requests for visitations from the sick and the elderly; we believe this demonstrates the need for a program - similar to our proposals - in the Highland Beach community. The Minutes of the Ad Hoc Committee Meeting dated October 13, 1993 and my letter of October 19 clearly set out the committee's views. We be- lieve that a response from the Commission to these documents and a mutual review might have been helpful, since it was the committee's opinion that the obstacles raised at the Commission's meeting of September 28 and October 5 were unduly magnified. However, it cer- tainly is not the committee's wish to enter into an adversarial position with the Commission, but without the support and participation of the Town we have reluctantly concluded that the Advice and Protection Program cannot function, and consequently the Ad Hoc Committee should be disbanded. I would refer you to the Ad Hoc Committee Meeting. Minutes dated December 15, 1993, particularly the recommendations regarding an ex- perimental transportation service, once or twice weekly, for those .~ Town Commission December 22, 1993 Page 2 unable to drive. It is understood that the County Commission is studying transportation requirements on AlA, but we feel a local ser- vice needs to be implemented for this coming season. Committee mem- bers suggested a pick-up time of 11:00 A.M., visiting the Delray Beach Mall on Federal Highway and Linton Boulevard, returning at approxi- mately 2:00 P.M. The committee recommends that important phone numbers (see attached appendix) be published on a regular basis in the Town's Newsletter and be permanently displayed on Government Channel 12. Also, the Town Clerk has in her possession two (2) publications - "1993 Senior Guide and "Telephone Guide to County Services." These booklets contain a complete guide to services available in Palm Beach County. The committee members have asked me to convey to the Town Commission their thanks and appreciation for having been selected to participate in this study, and to express their willingness to serve the Town's interests whenever possible. /~ ~~~~' .
