Minutes of Meeting of Town Commission
ARBOR DAY PROGRAM
Tuesday, April 07, 1992 1:35 p.m.
Mayor Joseph A. Boulay called the Meeting for the Arbor Day Tree
Planting Ceremony to order at 1:35 p.m. on the property behind
Town Hall. Others present were Vice Mayor Bill Paul, Commission-
ers Arlin Voress, Arthur Eypel, and John F. Rand.
Also in attendance were Town Attorney Thomas E. Sliney, Town
Manager Mary Ann Mariano, Town Clerk Anne M. Kowals, Community
Appearance Board Members: Chairman Guy Galizia, Paul Heetmann,
Frank Arenella, and Vinnie Gordon, and members of the general
public.
The Mayor, noting the Town of Highland Beach has received a "Tree
City, U.S.A." award from the National Arbor Day Foundation for
four consecutive years, read the Arbor Day Proclamation (a copy of
which is attached to and made a part of these minutes) in its
entirety.
The Town's Maintenance Department Staff, along with the Gazebo
• Nursery Workmen, planted a Nohoronia Tree on the property behind
Town Hall.
At the conclusion of the tree planting ceremony, Mayor Boulay,
upon proper MOTION, adjourned this meeting at 1:45 ~.m.

ARBOR DAY PROCLAMATION
WHEREAS, In 1872 J. Sterling Morton proposed to the Nebraska
Board of Agriculture that a special day be set aside
for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with
the planting of more than a million trees in Nebraska;
and
WHEREAS, Arbor Day is now observed throughout the nation and the
world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by
wind and water, cut heating and cooling costs, moderate
the temperature, clean the air, produce oxygen and
provide habitat for wildlife; and
• WHEREAS, trees are a renewable resource giving us paper, wood
for our homes, fuel for our fires and countless other
wood products; and
WHEREAS, trees in our town increase property values, enhance the
economic vitality of business areas, and beautify our
community; and
WHEREAS, trees, wherever they are planted, are a source of joy
and spiritual renewal.
NOW, THEREFORE, I. Joseph A. Boulay, Mayor of the Town of Highland
Beach, do hereby proclaim April 7, 1992 as
ARBOR DAY
in the Town of Highland Beach, and I urge all citizens
to celebrate Arbor Day and to support efforts to
protect our trees and woodlands; and
FURTHUR, I urge all citizens to plant trees and to gladden the
heart and promote the well-being of this and future
generations
