. Minutes of Meeting of Town Commission
WORKSHOP MEETING
Tuesday, July 28, 1992 1:30 p.m.
The Workshop Meeting of the Town Commission of the Town of
Highland Beach, Florida, was called to order in the Commission
Chambers at Town Hall at 1:30 p.m. by Mayor Joseph A. Boulay.
Also in attendance were Vice Mayor Bill Paul, Commissioners Arlin
Voress, and John F. Rand. Commissioner Arthur Eypel was absent.
Present also were Town Attorney Thomas E. Sliney, Town Manager
Mary Ann Mariano, Town Clerk Anne M. Kowals, and members of the
general public.
Noting the Commission Members, Town Attorney, and Town Manager
have an important meeting with the Palm Beach County Board of
County Commissioners this afternoon in West Palm Beach, the Mayor
requested all public comments be held to a minimum.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
The Commission Members accepted the agenda as submitted.
• 92.1 PUBLIC COMMENTS AND REQUESTS
Mr. Jose Echeverria of Russell Drive noted Commissioners Voress,
and Eypel, Town Manager Mariano, and Town Attorney Sliney attended
the July 13, 1992 Meeting of the Palm Beach Countywide Beaches and
Shores Council at which the CCCL was discussed.
Mr. Echeverria, head of the Highland Beach Turtle Program reported
that, as of the end of June, there have been 416 nestings of Log-
gerheads, 28 nestings of Greenbacks, and 14 nestings of Leather-
backs. The Turtle Program Volunteers are getting good hatchings
and are pleased that they are not finding any undeveloped eggs.
Further, Mr. Echeverria, reporting on the on-going beach clean-up
which has been very successful in Highland Beach, noted the trash
receptacles placed on the beach are being used by the beach
walkers. Mr. Echeverria noted the beach walkers are piling up
debris which is being properly disposed of; and, more people are
getting involved in the beach clean-up program.

92.2 BOARDS AND COMMITTEES
Noting there are no existing vacancies on Town Boards and Commit-
tees, the Mayor acknowledged receipt of a Talent Bank Applicantion
from Mr. Neil W. Burd. Mayor Boulay suggested said applicant
attend meetings of the various Boards in order to help him select
a Board of his choice. Following his attendance at Boards meet-
ings, Mr. Burd will be invited to attend a Town Commission
Workshop Meeting where he will be interviewed by the Commission
Members.
No correspondence was received from Boards and Committees.
92.3 PROPOSED ORDINANCES AND RESOLUTIONS
1. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH PROHIBIITNG
THE OPERATION OF BOATS AND WATERCRAFT OFF THE BEACH.
The proposed ordinance, given first reading on 07/07/92 and pub-
lished on 07/17/92, was discussed. Concern was expressed with
regard to enforcement of such ordinance. It was the consensus to
move this matter to the August 04, 1992 Regular Meeting Agenda for
further discussion and possible consideration.
2. A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH, FLORIDA, ENDORSING THE CANDIDACY OF THE
HONORABLE CLARENCE E. ANTHONY, MAYOR OF SOUTH BAY,
FLORIDA, FOR THE OFFICE OF SECOND VICE-PRESIDENT OF THE
FLORIDA LEAGUE OF CITIES.
During discussion, it was noted that the resolution which is being
promoted throughout our County was proposed for the purpose of
getting a representative from the Palm Beach Municipal League on
the Florida League of Cities; the candidate will be running as a
Palm Beach County resident. The consensus was to include this
matter on the August 04, 1992 Regular Meeting Agenda for possible
approval.
At this time, VICE MAYOR PAUL MOVED to defer the remainder of the
Agenda to the Regular Meeting on August 04, 1992 as the Commission
is scheduled to attend an important meeting of the Board of County
Commissioners in West Palm Beach. COMMISSIONER RAND SUPPORTED the
MOVE.
At the Mayor's request, the Commission continued with the Agenda.

MISCELLANEOUS - ITEMS LEFT OVER
Status of Building Development in Town
The Town Commission reviewed the Status of Building Development in
Town, a report submitted by the Building Department.
Members discussed two sets of Town Commission Meeting Minutes; it
was the consensus to include this matter on the August 04, 1992
Regular Meeting Agenda for consideration.
REPORTS - TOWN COMMISSION
Vice Mayor Bill Paul
Vice Mayor Paul gave no report.
Commissioner Arlin Voress
Commissioner Voress, reporting on the July 22, 1992 meeting in
Tallahassee at which the Governor and his six Cabinet Members were
to vote on the Duval County CCCL, advised it was a 6 to 1 vote to
• approve the movement of the CCCL (the Governor voted against the
DNR proposal).
Commissioner Voress advised that a meeting will be held in the
City of West Palm Beach Commission Chambers at 7:00 p.m. on Thurs-
day, August 06, 1992 for the purpose of discussing the CCCL issue.
The Commissioner noted a notice of this meeting will be sent to
all condominiums and residences.

1. Agenda Report Form re Palm Beach County Community
Development Block Grant Program.
2. Agenda Report Form re Recycling Interlocal Agreement.
Town Manager Mary Ann Mariano deferred her report regarding the
above Agenda Report Forms to the August 04, 1992 Regular Meeting
of the Town Commission.
ADJOURNMENT
Upon proper MOTION, Mayor Boulay adjourned the Workshop Meeting of
the Town Commission at 2:00 p.m.
