MINUTES OF TOWN COMMISSION/
SPECIAL AND CANVASSING BOARD MEETING
Wednesday, March 12, 2014 1 PM
Mayor Bernard Featherman called the Special Canvassing Board Meeting to order in Commission
Chambers at 1:30 PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown, Commissioner
Dennis J. Sheridan; Commissioner Louis P. Stem and Commissioner Carl Feldman. Also present: Town
Attorney Glen Torcivia; Town Manager Kathleen D. Weiser; Town Clerk Beverly M. Brown; Finance
Director Cale Curtis; Assistant to the Town Manager Zoie Burgess; Administrative Assistant Rosalie
DeMartino; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.
1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted
as presented.
2. PUBLIC COMMENTS AND REQUESTS
No comments received.
3. COMMISSION ACTING AS TOWN'S CANVASSING BOARD:
A) Review of Any Questionable Ballots.
Town Clerk Beverly Brown — I have two ballots in a sealed box. I need a motion from the Town
Commission to authorize the Deputy Town Clerk and myself to unseal the box, and review the ballots, as
instructed by the Supervisor of Elections last evening.

MOTION: Commissioner Stern moved to authorize the Town Clerk to open the sealed ballot box and
open the ballots. Motion was seconded by Vice Mayor Brown.
A voice vote was taken with all in favor.
Town Clerk Brown — The Supervisor of Election sent two ballots back with me last night. We both
reviewed them. One was a signature that did not match the one on file and the second was a gentleman
who signed the ballot for his wife, which is not allowed. They were both disqualified.
A) Certify Results of March 11, 2014 Election and Authorize Town Clerk to Submit
Results to Palm Beach County Supervisor of Elections.
Town Clerk Brown — The unofficial results indicate that Dennis J. Sheridan received 495 votes and Rhoda
Zelniker received 477 votes. It is now up to the Town Commission acting as the Canvassing Board to
certify these numbers.
MOTION: Commissioner Stern moved to certify the March 11, 2014 results as received by the Palm
Beach County Elections. Dennis Sheridan — 495 votes and Rhoda Zelniker 477 votes. Motion was
seconded by Commissioner Feldman

4. ADMINISTERING OATH OF OFFICE:

Town Clerk Brown administered the Oath of Office to Mayor Bernard Featherman.
B) Commissioner Dennis J. Sheridan
Town Clerk Brown administered the Oath of Office to Commissioner Dennis J. Sheridan.
5. SEATING OF COMMISSIONER:
Mayor Featherman and Commissioner Sheridan returned to their seats.

6. NEW BUSINESS
A) Commission to Review a Site Plan Application to install Temporary
Structure, (temporary office space) on property located at 3614 S. Ocean Boulevard. — Quasi -
Judicial Hearing.
Mayor Featherman opened the Public Hearing.
Town Attorney Torcivia asked if any members of the Commission have any ex parte communications
that they need to disclose at this time. Hearing none, Town Attorney Torcivia administered an oath to
all those who will be testifying at this hearing.
Staff Presentation:
Town Manager Weiser — You added a police trailer to the construction budget for the renovation of this
portion of the building. In order for the trailer to be located here and tied down to be hurricane safe,
the Town Code requires that both the Planning Board and the Commission review the site plan
application and approve it. The trailer is only being used for the police staff. The police administration
will be located in the Building Dept. during construction. Mayor Featherman — Is the trailer included
in the $850,000 construction budget? Town Manager Weiser — The Commission voted to add it to the
budget.
Public Comments:

Mayor Featherman closed the Public Hearing.

7. REPORTS OF COMMISSIONERS:
A) Commissioner Carl Feldman - I am pleased that we had such a good turnout yesterday. There
were 972 people who came out to vote. I want to thank them for taking such an interest in the
democratic system that we live under.
B) Commissioner Louis P. Stern — I would like to congratulate Commissioner Sheridan on his
re- election. Also, thanks to both sides for picking up all of your signs.
C) Commissioner Dennis J. Sheridan — I would like to thank all the residents who exercised their
civic duty to vote yesterday and re- elected me as Commissioner for another term. I was very
disheartened by the smear tactics and negativity used against me and by the persons behind it. However,
I am now grateful and encouraged that the old, strong, honest voice of the people has prevailed. I will
continue to do the very best for all of Highland Beach. Again, I thank you for all who voted for me and
put your trust in my integrity, knowledge and experience to allow me to represent you.
D) Vice Mayor Ron Brown — Congratulations to Commissioner Sheridan on his re- election. You
have done a lot for this town. Also, congratulations to Mayor Featherman for his re- election.
E) Mayor Bernard Featherman — We have to look to the future and get back to the business of
running our Town. It is a great town and we have people who will be serving us well.
8. REPORTS — TOWN ATTORNEY:
Congratulations to the Mayor and Commissioner Sheridan on their re- election.
9. REPORTS — TOWN MANAGER:
Congratulations to Mayor Featherman and Commissioner Dennis Sheridan on their re- election. This is
the last meeting in the Commission Chambers. From this point forward, all our public meetings will be
held in the Library Community room, unless it is publicized differently. This is also the last time that
Channel 99 will be available. Any of the Commission meetings will be available online through the
Town's website.
