TOWN COMMISSION
WORKSHOP MEETING - MINUTES
Tuesdav, January 31, 1995 1.30 P M
Mayor Arlin G. Voress called the Workshop Meeting to order in Com-
mission Chambers at 1:30 P.M.
Acting Town Clerk Doris Trinley called the roll. The Mayor, Vice
Mayor Paul and Commissioners Arthur Eypel, David Augenstein and
John F. Rand were present.
Town Manager Mary Ann Mariano and Town Attorney Thomas E. Sliney
were also in attendance, as were members of the general public.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
• Upon MOTION by COMMISSIONER AUGENSTEIN/VICE MAYOR PAUL, the agenda
was accepted as written.
95.1 PUBLIC COMMENTS AND REQUESTS
None.
93.8 Discussion re Adelphia Cable
Town Manager Mariano advised that she and Attorney Mac Conahan were
continuing to work on a response to Adelphia's proposal. She also
noted that, in light of recent technological developments which
have made 18" TV satellite dishes available for purchase to the
public, she and Mr. Conahan will be working on a proposed amended
ordinance which would reflect the Town's Code requirements, if any,
for their use.
95.2 BOARDS AND COMMITTEES
The Mayor noted one (1) each vacancy on the Planning and Community
Appearance Boards. It was requested that applicants interested in
serving on these Boards, who have not yet been interviewed by the
Commission, be invited to attend the February 07 Regular Meeting.
There was no correspondence from any of the Town's Boards.

95.3 PROPOSED ORDINANCES AND RESOLUTIONS
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
REPEALING CHAPTER 23 OF THE CODE OF ORDINANCES
ENTITLED"SIGNS AND ADVERTISING" IN ITS ENTIRETY, AND
SUBSTITUTING IN LIEU THEREOF NEW CHAPTER 23 ENTITLED
"SIGNS AND ADVERTISING." (First reading 01/03/95;
published 01/24/95).
It was the consensus of the members to defer further discussion on
this ordinance until the February 28 Workshop Meeting, thereby
allowing more time for review.
94.7 DISCUSSION RE LIBRARY FOUNDATION
Following brief discussion, the members were requested to research
this subject and be prepared to transmit to the Town Attorney, at
the February 28 Workshop Meeting, their individual recommendations
regarding such aspects of the Foundation as to how it should be
implemented, how many members should serve, etc. It was also
requested that resident Ellenor~ K.Romberg, who had previously
submitted a Talent Bank Application regarding service to this
proposed Foundation, be invited to the February Workshop to share
her thoughts in this regard.
MISCELLANEOUS - ITEMS LEFT OVER
The Status of Building Development in Town, a report submitted by
the Building Official, was accepted as information.
Three (3) sets of Minutes were forwarded to the Regular Meeting
agenda for possible approval:

REPORTS - TOWN COMMISSION
Vice Mayor Paul complimented the Utilities Department on the fine
presentation of their annual report. Discussion followed regarding
usage consumption, with it being noted that 40-50% of the water
used in Town is for irrigation purposes. In this regard, it was
agreed that further conservation measures should be discussed in
the near future, such as the requirement of moisture-biased
sprinkler systems, which would inhibit irrigation systems from
• working if it were raining, or there were already sufficient water
in the ground.

The Vice Mayor also inquired as to the efficiency of the Water
Plant's chemical monitoring system and was advised that the new
computer equipment allows for a more thorough check in this regard.
At this time, it was noted that a formal mailing of results to
those residents who volunteered to have their water tested
regarding lead and copper had not been sent out. It was requested
that the Utilities Department be notified and results sent to the
volunteers.
Commissioner Arthur Eypel also commented on the Utilities
Department's superior annual report, making reference to its
closing statement wherein the Mayor, as well as the other
Commission members, were thanked for their decisive and ongoing
support of the needs of the Department.
Commissioner John F. Rand returned to the issue of the now
available 18" TV satellite dishes. agreeing that this topic needs
to be addressed in Town Code. He also raised the question of
whether a resident who might purchase one of these dishes at this
time would be required to apply for a permit. During brief
• discussion, it was noted that it was not the intent of the Town's
existing ordinance to regulate these new, smaller dishes; however,
their existence would be addressed in the proposed amended
ordinance that Ms. Mariano and Attorney Conahan will soon be
working on.
Commissioner David Augenstein reported on the great success of
recent meetings with several homeowner/condominium associations
attended by Mayor Voress, Commissioner Eypel and himself, to inform
residents of the status of important Town issues, as well as to
answer general questions and receive input. In this regard, he
suggested that perhaps a quarterly "Town Hall Meeting" could be
instituted, whereby the Commission could meet in informal session
with residents having an interest in the business of the Town. It
was agreed to consider this concept, and a way of implementing it,
in the near future.
Mayor Arlin Voress referred to the latest draft of the Wellfield
Agreement between the Town and the City of Boca Raton, and asked
the members to review same, having their recommendations
transmitted to Attorney Sliney by February 03.
TOWN ATTORNEY/TOWN MANAGER - REPORTS
Neither Mr. Sliney nor Ms. Mariano had a report.
