MINUTES OF TOWN COMMISSION MEETING
SPECIAL MEETING
Thursday, March 6, 2014 10 AM
Mayor Bernard Featherman called the Regular Meeting to order in Commission Chambers at 10:30 AM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown; Commissioner
Dennis J. Sheridan; Commissioner Louis P. Stern; and Commissioner Carl Feldman. Also present: Town
Attorney Brian Shutt; Town Manager Kathleen D. Weiser; Town Clerk Beverly M. Brown; Assistant to
the Manager Zoie Burgess; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.
1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA:
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted as
presented.
2. PUBLIC COMMENTS AND REOUESTS:
No Public Comments.
3. PROPOSED ORDINANCES AND RESOLUTIONS:
A) ORDINANCE NO. 14 003 O — Emergency Ordinance
AN EMERGENCY ORDINANCE OF THE TOWN COMMISSION OF THE
TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING CHAPTER 30
"ZONING CODE ", SECTION 30 -68 "SUPPLEMENTAL DISTRICT
REGULATIONS ", SUB - SECTION 30 -68(M) "TEMPORARY STRUCTURES ", TO
MODIFY THE REQUIREMENTS FOR THE PLACEMENT OF A TEMPORARY
SALES TRAILER; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE
REPEAL OF LAWS IN CONFLICT; PROVIDING FOR CODIFICATION; AND
PROVIDING FOR AN EFFECTIVE DATE.

Town Clerk Brown read Emergency Ordinance No. 14 -003 O into the record.
Town Attorney Shutt — Under the Town Charter, you can adopt an Emergency Ordinance if the Town
Commission determines that it is affecting life, health, safety, property or the public peace. We have to
have four affirmative votes in order to pass this ordinance. The other important thing on this ordinance is
that once you adopt it, on the 61" day after the adoption, the ordinance ceases to exist. It is my
understanding that would satisfy the emergency that the Town is currently experiencing now. It would
give the Commission time, if there is a consensus, to work on revising this ordinance.
Mayor Featherman opened the Public Hearing.
Receiving "No Comments," the Public Hearing was closed.
MOTION: Commissioner Stem moved to adopt Emergency Ordinance 14 -003 O. Commissioner
Feldman seconded the motion.

Vice Mayor Brown - Yes
Mayor Featherman - Yes
Motion passed with a 5 - 0 vote.

The temporary trailer for the Police Department will be added to the March 12` Special Meeting
Agenda.

There being no further business to come before the Commission, Mayor Featherman adjourned the
Special Meeting at 10:37 AM upon a MOTION by Commissioner Sheridan; seconded by
Commissioner Feldman.
