1995.07.25_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL MEETING Tuesday, July 25, 1995 3:00 P M Mayor Arlin G. Voress called the Special Meeting to order in Commission Chambers at 3:00 P.M., advising its purpose was to set the tentative millage rate for Fiscal Year 1995/1996 and schedule a date for an advertised Public Hearing on the Fiscal Year 1995/1996 Budget, as well as a date for the Special Meeting to adopt the budget ordinance. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Bill Paul and Commissioners David Augenstein, Arthur Eypel and John F. Rand were present. Also in attendance, were Town Manager Mary Ann Mariano, Town Attorney Thomas E. Sliney, Finance Director Michael Seaman and members of the general public. Mayor Voress read the Financial Advisory Board's budget recommendations into the record (attached hereto and made part of these Minutes), noting they were substantially consistent with those of Town Manager Mariano. Victor P. Hadeed, Vice Chairman of the Financial Advisory Board, addressed the Commission, saying that there was some modification to the budget suggested, which has been made. The modification related to the balance of $367,000, which amount had been a line item in fiscal year 1994/1995 budget. Mr. Hadeed said the balance was moved into a regular contingency; it is no longer a line item. Mr. Hadeed's remarks and the amount of monies involved were clarified for the record by Commissioner Rand. The Mayor set the advertised Public Hearing for Friday, September 08, 1995 at 5:01 P.M. and the Special Meeting for Tuesday, September 19, 1995 at 5:01 P.M. Concluding discussion regarding the millage rate, it was noted that the rate could be reduced but not exceeded. MOTION was then made by COMMISSIONER RAND/COMMISSIONER AUGENSTEIN that the tentative millage rate be set at 4.000, as recommended by the Town Manager and Financial Advisory Board. The MOTION met with unanimous favorable vote. REID, CHAIRMAN FINANCIAL ADVISORY BOARD FAB RECOMMENDATIONS RE: 1995/1996 FISCAL YEAR BUDGET Please be advised that at its July 17 meeting, the Financial Advisory Board concluded review of the 1995/1996 Fiscal Year Budget. The following recommendations regarding that budget are hereby transmitted for your consideration: The Financial Advisory Board accepts the proposed 1995/1996 Fiscal Year Expenditure Budget. (Meeting of July 17 ) The Financial Advisory Board recommends that the proposed millage rate of 4.000 be accepted by the Town Commission.
