TOWN OF HIGHLAND BEACH'
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, December°26, 1995 1.30 P M
Vice Mayor Bill Paul called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Vice Mayor and
Commissioners Arthur Eypel and David Augenstein were present.
Mayor Arlin G. Voress and Commissioner John F. Rand were absent.
Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano
were also present, as were members of the general public.
.ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
With no objection, the Agenda was accepted as presented.
95.1 PUBLIC CO1~IIrlENTS AND REQUESTS
None.
• 93.8 DISCUSSION RE ADELPHIA CABLE
Regarding Adelphia Cable, Town Attorney Thomas E. Sliney advised
there was nothing new to report at this time as legislation was
still pending. However, at Mr. Sliney's suggestion, it was the
consensus of the Commission to invite Attorney Cormac Conahan to
give an update on this issue at the January 30, 1996 Workshop
Meeting.
95.2 BOARDS AND CONII~IITTEES
Vice Mayor Paul announced one (1) vacancy on the Code Enforcement
Board, Merton Rubin's 6-year term having been completed.
There was no Board correspondence to consider.
95.3 PROPOSED ORDINANCES AND RESOLUTIONS
It was noted that the following ordinance was given first -reading
on December 05 and published on December 12; it will be given final
reading and adopted at the Regular Meeting on January 02, 1995:
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING ORDINANCE NO. 642, WHICH APPROPRIATED FUNDS FOR
FISCAL YEAR 1994, WHICH BEGAN OCTOBER 1, 1994 AND ENDED
~e SEPTEMBER 30, 1995.

94.7 DISCUSSION RE LIBRARY FOUNDATION
There was brief discussion regarding the Library Foundation, with
Attorney Sliney advising that the Articles of Incorporation, as
revised by the Commission, had been filed. He further advised that
the Ad Hoc Start-Up Committee continues to work on the by-laws for
the foundation, the final draft of which will be ratified by the
initial Board of Directors. These initial Board of Directors, he
said, will be appointed by the Commission at their discretion, and
will then operate autonomously, with no Town control. Mr. Sliney
also advised that when the Board appointments are in place, there
will be no further need for the Ad Hoc Committee.
MISCELLANEOUS - ITEMS LEFT OVER
The Status of Building Development in Town was received as
information.
The following three (3) sets of Meeting Minutes were moved to the
January 02, 1996 Regular Meeting for further consideration and
possible approval:
• October 31, 1995 - Workshop Meeting
November 28, 1995 - Workshop Meeting
December 05, 1995 - Regular Meeting
REPORTS - TOWN COMMISSION
Under reports, Vice Mayor Paul and Commissioners Eypel and
Augenstein were unanimous in extending best wishes for a happy and
healthy New Year to all.
REPORTS - TOWN ATTORNEY
Town Attorney Sliney had no report.
REPORTS - TOWN MANAGER
Town Manager Mary Ann Mariano gave some background on the
Investment Policy which was adopted October 1, 1995 with the
proviso that it would be subsequently revised. She advised that
the Financial Advisory Board, with Commissioner John F. Rand's
input, had now completed these revisions and were recommending
their adoption by the Commission. Noting that the full Commission
would be present at the January 02, 1996 Regular Meeting, Ms.
Mariano suggested, and the Commission agreed, that this item be
placed under Regular Business (Items Left Over) for further
consideration and possible adoption at that time.

ADJOURNMENT
There being no further business to come before the Commission at
this time, the meeting was adjourned at 1:45 PM.
