1994.09.02_TC_Minutes_Special~, ~~ ..w, TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission PUBLIC HEARING Fridav, September 02, 1994 5.01 P M Vice Mayor Bill Paul called the Public Hearing to order in Com- mission Chambers at 5:01 P.M., stating its purpose was to receive Public Comments from residents regarding the 1994/1995 Fiscal Year Budget. Deputy Town Clerk Doris Trinley called the roll. Commissioners Arthur Eypel, John F. Rand and David Augenstein were also present, as were Town Attorney Thomas E. Sliney, Finance Director Michael Seaman and members of the general public. Mayor Arlin Voress and Town Manager Mary Ann Mariano were absent. Following are the names of those who addressed the Commission: Abe Futernick Felix Goldenson Leon & Doris Canova Sid Richman Leonard Bell Mr. Goltz Dr. Ray Murphy Bibb Latane Bill Rothenberg Jim Kelly • The majority of opinions expressed had to do with the proposed increase in millage to 4 mils from 3.3662 mils, and ranged from favoring the increase to being strongly opposed to it; still others were in favor of the increase 'only if it were needed.' During the course of the Hearing, it was requested that Commissioner Rand repeat his statement opposing the increase so that those who might have missed the Commissioner's presentation made during the August 30, 1994 Workshop would be aware of his reasoning in this regard. It was the consensus of the members that Commissioner Rand do so. (Copy attached to and made part of these Minutes.) Concluding Public Comments, Vice Mayor Paul announced a Public Hearing/Special Meeting would be held on Tuesday, September 20, 1994, at 5:01 P.M. to again receive input from residents, after which the Commission would vote on the. Budget's adoption. I do not agree Frith the proposed mirage rate of 4. JJJJ which if app lied T,vill result in a sur?lus of ;~367,57y. vrhich we are told is needed to offset unknown anticipw~ted costs associ:i.ted with per~dinU legal action. I am not a•r.are of any costs or that ma~;;nitude v~rhich could occur since our legal expenses for the ~zT'.: litigation are being a~asorbed by our insura:lce carrier. Since vre don't know vrhat costs could surface and vrhet:Zer they would occur in the coming fiscal year, why should we set uo such a reserve in this fiscal year. Furthermore, we have ram surpl~~~f~om previous fiscal years whic:i could be used if we are hit with some unforeseen expenses. :after all, the accumulation of surplus funds from prior years was intended to cover any unknown costs that could not be anticipated. Consequently, it is my recommendation that the millage rate for the next fiscal year be set in such a manner so as to provide sufficient revenues for the e~timwted expenditures of ~3, 323, 344. onl~ and to exclude the proposed reserve of X367,579. I believe that i- n doing so our millage for the coming fiscal year could be less than last year's rate of 3.3602 I am fully cognizant that we could conceivably lose our appeal to the RTC judgement but I do not peiieve that the ~~~ consequences thereof would affect this~"year's budget and can be dealt with in the f q i9s year's budget if that should happen. I am stating my personal o?inion in this respect in order to provide for perspective and to facilitate discussion about this su'oject.
