TOWN OF HIGHLAND BEACH
Minutes of Meeting of Town Commission
REGULAR MEETING
Tuesday December 06, 1994 1:30 PM
Mayor Arlin G. Voress called the Regular Meeting to order in
Commission Chambers at 1:30 PM.
Deputy Town Clerk Doris Trinley called the roll. The Mayor and
Commissioners Arthur Eypel and David Augenstein were present, as
were Town Manager Mary Ann Mariano, Town Attorney Thomas E. Sliney
and members of the general public. Vice Mayor Bill Paul and
Commissioner John F. Rand were absent.
Following Roll Call, the Pledge of Allegiance was given.
ADOPTION OF AGENDA
The Agenda was adopted as written, with the exception of deferring
first reading of the proposed "Signs & Advertising" ordinance.
(Chapter 23). There was no objection to the suggestion that,
considering the importance of the issue, and the fact that Vice
Mayor Paul and Commissioner Rand were not in attendance, it would
be appropriate to schedule first reading for the January 1995
Regular Meeting when, hopefully, the full Commission would be
present.
APPROVAL OF MINUTES
Upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER EYPEL, the
Minutes of the October 25 Workshop and November O1 Regular Meetings
were unanimously approved.
PUBLIC COMMENTS AND REQUEST
None.
REPORTS
None of the Commission members had formal reports; however, both
Commissioner Eypel and Mayor Voress reminded residents of the 4th
Annual Government Open House scheduled for December 8 and invited
all to attend. The Mayor also advised that a professional company
had been employed to re-plant trees that were felled during the
severe storm which hit the area during the early morning hours of
December 5.
At this time resident Abe Futernick expressed concern regarding
damage done to seawalls during the storm. It was advised that

repairs would be the responsibility of individual property owners,
some of whom had already been in touch with the Building Official
to inspect the damages.
Neither the Town Attorney nor the Town Manager had a report.
BOARDS & COMMITTEES
The Board Action Report for November was accepted as information.
Mayor Voress announced Board meetings for December and advised that
Richard C. Seguso was eligible for reappointment to the Board of
Adjustment, whereupon Commissioner Augenstein's nomination of Mr.
Seguso met with unanimous favorable vote.
PROPOSED ORDINANCES & RESOLUTIONS
The following ordinance was given final reading (first reading
11/O1; published 11/15) and was adopted unanimously upon MOTION
by COMMISSIONER EYPEL/COMMISSIONER AUGENSTEIN:
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
PROVIDING FOR UTILITY RATES, FEES AND/OR CHARGES,
SPECIFICALLY AMENDING HIGHLAND BEACH CODE SECTION
24-13 OF CHAPTER 24 RELATING TO SOLID WASTE (GARBAGE.
TRASH, AND RECYCLING CHARGES.
There being no further business to come before the Commission at
this time, the Regular Meeting was adjourned at 1:40 PM upon MOTION
by COMMISSIONER AUGENSTEIN/COMMISSIONER EYPEL.
