1997.03.25_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING PUBLIC HEARING/SPECIAL MEETING Tuesday, March 25, 1997 2:10 P.M. Mayor Arlin G. Voress called the Public Hearing/Special Meeting to order in Commission Chambers at 2:10 P.M., stating its purpose was to receive public input regarding the proposed 1996 Evaluation and Appraisal Report pertaining to the Town's Comprehensive Plan. The Mayor advised that following the Public Hearing, a Special Meeting would be held to consider formal adoption of the report (EAR), as well as to hear presentations from the top three ranked engineering firms regarding the Town's. water/wastewater requirements. However, because it was determined that Gee & Jenson Senior Land Planner, Jim Park, would be late in arriving for the Public Hearing, it was the consensus to hear the engineering presentations first. Therefore, the Mayor recessed the Public Hearing without objection and called the Special Meeting to order. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor John F, Rand, and Commissioners David Augenstein and Michael W. Hill were present. Commissioner Thomas J. Reid was absent. The presentations were given in order of ranking, with representatives from each firm giving a technical overview of how the needs and goals of the Town's water/wastewater system could be achieved and maintained. All answered questions to the Commission's satisfaction. Order of ranking was as follows: (3) Eckler Engineering (2) Hazen & Sawyer (1) CH2MHILL Concluding discussion among the Commission after presentations were completed, MOTION was made by VICE MAYOR RAND/COMMISSIONER AUGENSTEIN as follows: THE TOWN COMMISSION APPOINTS CH2MHILL AS THE ENGINEERS FOR THE TOWN'S WATER/WASTEWATER REQUIRMENTS. Roll call met with unanimous favorable vote. It was agreed that when contract terms are available from CH2MHILL, the Town Manager will transmit same to the Commission for their review and approval. Note: Statement of Qualifications for each of these firms can be found in the 1997 general files. ~~ Town Commission Minutes - Public Hearing/Special Meeting March 25, 1997 Paae 2 of 2 There being no further business to come before the Commission for this portion of the Special Meeting, Mayor Voress recessed same without objection at 3:55 P.M. and reconvened the Public Hearing. The Mayor then introduced Jim Park, Gee & Jenson Senior Land Planner, and requested he address the Commission regarding the Evaluation and Appraisal Report. Mr. Park advised that the report, with minor exceptions, showed .the Town to be on target with the elements of its Comprehensive Plan. He presented amended information regarding the report, which was discussed at the February 25 Workshop Meeting. Regarding the call for public input, Mayor Voress noted there were no members of the general public present; he then adjourned the Public Hearing and reconvened the Special Meeting 4:00 P.M. Upon MOTION by VICE MAYOR RAND/COMMISSIONER AUGENSTEIN, the following met with unanimous favorable vote: THE TOWN COMMISSION ADOPTS THE COMPREHENSIVE PLAN EVALUATION AND APPRAISAL REPORT, AS AMENDED, AND DIRECTS JIM PARK, GEE & JENSON SENIOR LAND PLANNER, TO TRANSMIT SAME TO THE DEPARTMENT OF COMMUNITY AFFAIRS. Note: One (1) copy each of the proposed EAR and the adopted EAR can be found with the 1997 general files.
