1997.05.27_TC_Minutes_Workshop TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesday, May 27, 1997 1:30 P.M. Mayor Arlin G. Voress called the Regular Meeting to order in Commission Chambers at 1:30 P.M. Deputy Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor John F. Rand, and Commissioner David Augenstein were present. Commissioner Hill joined the meeting at a later time. Commissioner Thomas J. Reid was absent. Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano were also present, as were members of the general public. Following roll call, the Pledge of Allegiance was given. • ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA Hearing no objection, Mayor Voress declared the Agenda accepted as presented. 97.1 PUBLIC COL~IIMIENTS AND RE UESTS Jose Escheverria, 1112 Russell Drive, presented an update on the sea turtle nests tracked as of this date. He also stated that there have been two turtle deaths due to boats, and stressed to the public to please be aware of possible turtles and slow down if close to the shore line. Leonard D. Bell, 2727 S. Ocean Blvd., presented a financial report on the Library Foundation's pledges and contributions to date. 97.2 BOARDS AND COMMITTEES It was noted that there was one vacancy on the Community Appearance Board and one vacancy on the Financial Advisory Board. There was no Board Correspondence to consider. 97.3 PROPOSED ORDINANCES AND RESOLUTIONS None. • Town Commission Workshop Meeting - Minutes May 27, 1997 Page 2 MISCELLANEOUS - ITEMS LEFT OVER The following sets of minutes were considered, and were moved to the June 3 Regular Meeting for further consideration and possible approval: April 29, 1997 - Workshop Meeting April 29, 1997 - Special Meeting May 06, 1997 - Regular Meeting U REPORTS - TOWN COMMISSION Vice Mayor John F. Rand had no report. Commissioner David Augenstein offered an update on the landscaping plans and stated that a new fence for the utility building would be installed, along with a safety rail at the South side of the property line of Town Hall. He also stated that a fountain will be placed in front of the new entranceway. Commissioner Michael W. Hill was not present for reports. Mayor Arlin G. Voress reported that he and Ms. Mariano met with Adelphia Cable management to discuss the new fiber optic line which will be installed in Highland Beach in early Fall. He stated that these will be overhead lines and will access the existing antennas, offering a sixty channel upgrade to the residents. REPORTS - TOWN ATTORNEY Attorney Sliney introduced Attorney Conahan who spoke on the following proposed ordinance. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADDING ARTICLE XI "TELECOMMUNICATIONS TOWERS AND ANTENNA SITING" TO CHAPTER 6 "BUILDINGS AND STRUCTURES" OF THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FL. Attorney Conahan stated that if adopted, this would be a new section to Chapter 6. Mayor Voress added that the proposed ordinance would have first reading at the June 3 Regular Meeting, be placed on the June 24 Workshop Meeting and move onto an advertised Public Hearing. a ~. . Town Commission Workshop Meeting - Minutes May 27, 1997 Page 3 Vice Mayor Rand expressed concern that the town residents may be affected by radiation from these antenna/cell phone lines. Mayor Voress stated that the new lines will connect with the existing towers on Town Hall property, then connect with the existing lines to residences. Attorney Sliney stated that he was in the process of preparing a memorandum regarding staff functions. Commissioner Hill expressed concern regarding concealing of construction sites for aesthetic reasons. Ms. Mariano stated she will confer with other towns regarding same and their code enforcement regulations for construction sites Town Manager Mary Ann Mariano requested that a Building Authority Meeting be held after the June 3 Regular Commission Meeting to discuss the Town Hall renovation. Ms. Mariano also stated that the end of June is the estimated time for completion of the renovation. • Ms. Mariano noted that August 22 was the date the new CCCL will become effective. There was discussion by the Mayor regarding new construction and certain circumstances which may or may not be affected by the changed line.
