TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesdav, June 24, 1997 1.30 P M
Mayor Arlin G. Voress called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
John F. Rand, and Commissioners David Augenstein, Thomas J. Reid
and Michael W. Hill were present.
Town Attorney Thomas E. Sliney and Town Manager Doris M. Trinley
were present, as were members of the general public.
After roll call, the Pledge of Allegiance was given.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Hearing no objection, the Mayor declared the Agenda accepted as
presented..
97.1 PUBLIC COMMENTS AND REQUESTS
• The following addressed the Commission:
Victor P. Hadeed, 3201 S. Ocean Blvd., in his capacity as Vice
President of the Library Foundation, requesting the names of
those who made pledges of $1,000 or more be included on a
proposed library plaque.
Jose Echeverria, 1112 Russell Dr., in his capacity as
Coordinator of the Turtle Program, advising that approximately
160 nests had been marked thus far.

Sliney also spoke during that portion of Public Comments pertaining
to the EEOC suit.
97.1A REPORT BY BELLSOUTH REPRESENTATIVE
Buck Passmore, BellSouth representative, gave a technical
explanation of why the Town's telephones were tied to either a
• Delray or Boca exchange and why, depending on the area of Town,
residents could make calls farther north or south for a flat rate.

97.2 BOARDS AND COMMITTEES
Mayor Voress announced two (2) vacancies on the Community
Appearance Board: Elvine Gordon has completed the allowable 6-year
term and Theresa Colarullo is eligible for reappointment. The
Mayor further advised of one (1) vacancy on the Planning Board:
Leonard Bell has completed the allowable 6-year term.
There was no Board correspondence to consider.
97.3 PROPOSED ORDINANCES AND RESOLUTIONS
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
ADDING ARTICLE XI "TELECOMMUNICATIONS TOWERS AND ANTENNA
SITING" TO CHAPTER 6 "BUILDINGS AND STRUCTURES" OF THE
CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA
(first reading 06/03/97; published 06/13/97)

The Commission discussed previous changes to this proposed
ordinance with Attorney Cormac Conahan, with additional changes
being agreed upon. Members of the telecommunications industry were
present to request a meeting to discuss the proposed ordinance,
which will be arranged.
MISCELLANEOUS -ITEMS LEFT OVER
Three sets of Minutes were moved to the July O1, 19.97 Regular
Meeting for further consideration and possible approval:

June 03, 1997 - Regular Meeting
REPORTS - TOWN COMMISSION
Vice Mayor John Rand had no report.
Commissioner David Augenstein had no report.
Commissioner Thomas J. Reid advised of successful meetings with Don
Long of D.W. Griffith regarding the systems analysis of the
Building Department, and Shellie Chiet of CDI regarding lobby
furniture/decoration in conjunction with the renovation project.
The Commissioner also thanked Attorney Sliney for additional
information he had researched in conjunction with a proposed job
description manual. Concluding his report, the Commissioner
requested that a correct organizational chart be provided.
Commissioner Michael W. Hill had no report.

Mayor Arlin G. Voress gave a technical explanation of Task Order
No. 2, submitted by CH2MHILL, the Town's water/wastewater
engineers, regarding the bulk water interconnect with Delray Beach.
The Town Attorney will review same, and advise if it can be
considered for approval at the July 01, 1997 Regular Meeting.
Mayor Voress also advised that because of renovation work affecting
Commission Chambers, the July O1 Regular Meeting will be held in
the fire house.
Concluding his report, the Mayor advised that Friday, December 05,
1997 had been tentatively set as the date for the Boards
Appreciation Luncheon.
REPORTS - TOWN ATTORNEY
Town Attorney Thomas E. Sliney introduced Charles Sieger, architect
for the Omega Group, who gave a detailed presentation, including
artist renditions, of the "Toscana" project, which is to be
developed on the property formerly known as "Hidden Harbor."
Substantial discussion took place, with questions being answered to
• the Commission's satisfaction. Approval of the project will be a
Consent Agenda item at the July Regular Meeting.
REPORTS - TOWN MANAGER
Town Manager Mary Ann Mariano advised CH2MHILL had researched the
permit renewal process for a second Intracoastal Waterway pipeline,
should the Commission wish to have the permits remain active. Ms.
Mariano further advised that any questions the Commission might
have could be addressed to the engineers at the July Workshop
Meeting.
Referring to the Countywide Interlocal Agreement for Law
Enforcement, Ms. Mariano explained changes to the language and
answered questions to the Commission's satisfaction. The agreement
was moved to the July Regular Meeting Consent Agenda for approval.
Brief updates regarding the Town Hall renovation/expansion project
were given by both Ms . Mariano and Town Project Manager Peter Ince .
It was the consensus to hold a meeting of The Highland Beach
Municipal Building Authority immediately following the July Regular
Meeting to discuss the status of the project in more detail.
ADJOURNMENT
There being no further business to come before the Town Commission
at this time, Mayor Voress adjourned the Workshop Meeting at 3:30
P.M. upon MOTION by COMMISSIONER REID/COMMISSIONER HILL.
