1997.07.01_TC_Minutes_Regular. ~ '~ TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING REGULAR MEETING Tuesday, Julv O1, 1997 1:30 P.M. Vice Mayor John F. Rand called the Regular Meeting to order in the Town's Fire Station at 1:30 P.M., advising that renovation work affecting Town Commission Chambers necessitated holding the meeting in the station. He also noted for the record that there was no way to televise this meeting, as all equipment for that function is located in Commission Chambers. Town Clerk Doris Trinley called the roll. The Vice Mayor nd Commissioners David Augenstein, Thomas J. Reid and Michael W. Hill were present. Mayor Arlin G. Voress was absent. Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano were also present, as were members of the general public. After roll call, the Pledge of Allegiance was given. ADOPTION OF AGENDA • The Agenda was adopted as written. APPROVAL OF MINUTES Three (3) sets of Minutes were unanimously approved upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER REID: May 27, 1997 - Workshop Meeting May 27, 1997 - Special Meeting June 03, 1997 - Regular Meeting PUBLIC COMMENTS There were no Public Comments or Requests. REPORTS - TOWN COMMISSION Commissioner David Augenstein gave an update on the renovation/expansion landscaping plans. Commissioner Thomas J. Reid advised of a meeting regarding the lobby furnishing/decoration scheduled for 9:00 AM on Wednesday, July 2. Commissioner Michael W. Hill had no report. Vice Mayer John F. Rand proposed that when Town Hall is closed on a Friday following a Commission Meeting, the tape for that meeting Town Commission Meeting Minutes Regular Meeting July O1, 1997 Page 2 of 3 be re-run at another time, and such time be noted on Government Channel 12; there was no objection. He also requested that the reason this meeting could not be televised be aired on Channel 12. The Vice Mayor also requested that the Town Manager have a proposed policy regarding residents' requests for use of Commission Chambers ready for discussion at the August Workshop Meeting. REPORTS - TOWN ATTORNEY Town Attorney Thomas E. Sliney advised adoption of the proposed telecommunications ordinance would be deferred until a meeting with industry representatives took place. REPORTS - TOWN MANAGER Town Manager Mary Ann Mariano thanked the on-duty members of Delray Fire/Rescue, who set up arrangements for today's meeting in the fire station. REPORTS - BOARDS AND COMMITTEES The Board Action Report for June was accepted as information; Vice Mayor Rand read the schedule of July Board meetings into the record. Board vacancies were filled as follows: Theresa M. Colarullo was reappointed to the Community Appearance Board and Frank Savino was appointed to that Board as a new member. (Motion by Commissioner Reid/Commissioner Hill; unanimous favorable vote) John J. Sorelli was appointed to the Planning Board. (Commissioner Reid/Commissioner Augenstein; 3 "aye," 1 "nay" [Commissioner Hill]) All appointments are for a 3-year period. PROPOSED ORDINANCES AND RESOLUTIONS AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADDING ARTICLE XI "TELECOMMUNICATIONS TOWERS AND ANTENNA SITING" TO CHAPTER 6 "BUILDINGS AND STRUCTURES" OF THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA (first reading 06/03/97; published 06/13/97) Town Attorney Sliney reiterated that adoption of this proposed telecommunications ordinance would be deferred until a meeting with • industry representatives has taken place; the ordinance will be an agenda item for discussion purposes at the July Workshop Meeting. r - .r Minutes of Town Commission Meeting Regular Meeting July Ol, 1997 Page 3 of 3 REGULAR BUSINESS Items Left Over CH2M HILL Task Order No. 2: Engineering Services for the Pre-Design of the Town of Highland Beach/City of Delray Beach Interconnect and Re-Pump Station. Attorney Sliney advised he had reviewed the Task Order and found no objection to it from a legal standpoint. Upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER REID, it was unanimously approved by roll call vote. Consent Ac,~enda Upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER REID, the following items were unanimously approved: 1) OMEGA GROUP'S "TOSCANA" PROJECT ON THE PROPERTY FORMERLY KNOWN AS "HIDDEN HARBOR." 2) COUNTYWIDE MUTUAL AID AGREEMENT RE LAW ENFORCEMENT • ADJOURNMENT There being no further business to come before the Commission at this time, Vice Mayor Rand adjourned the Regular Meeting at 1:50 P.M. upon MOTION by COMMISSIONER REID/COMMISSIONER HILL. dmt APPROVE: -ABSENT- Arlin G. I have reviewed Task Order No. 2 from CH2M Hill, Inc. and have no objection to it from a legal standpoint. In that review I am assuming that if the Town wishes to utilize the services set forth in Section D. Additional Strvicc,~ those services are not included in the $14,612.00 estimated compensation set forth in Task Order No. 2. You should clarify this with CH2M Hill. 2. Per our conversation regarding the telecommunications ordinance, this ordinance should be held over for another month for fuitllcr discussion pcnding tneeting(s} with industry representatives to clarify some paints of the ordinance. I have asked Mac to follow up with you with regard to the industry representatives meeting. Also, after the conclusion of the Town Commission Meeting and MBA Meeting tomorrow, you and I will meet with regard to following up on the Iang situation-type ordinance and the dumpster situation for review.
