TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, September 30, 1997 1.30 P M
Mayor Arlin G. Voress called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Deputy Clerk Jane Dillon called the roll. The Mayor, Vice Mayor
John F. Rand and Commissioners David Augenstein, Thomas J. Reid and
Michael W. Hill were present.
Also present were Town Attorney Thomas E. Sliney and Town Manager
Mary Ann Mariano, as well as members of the general public.
Following roll call, the Pledge of Allegiance was given.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
The Agenda was accepted as written, with a notation by Mayor Voress
that he would be discussing under his report a proposed Resolution
in support of the Reauthorization of the Intermodal Surface
Transportation Efficiency act (ISTEA.)
97.1 PUBLIC COMMENTS AND REOUESTS
• The following residents addressed the Commission:
Jose Escheverria, 1112 Russell Drive, in his capacity as
Coordinator of the Turtle Program and ongoing beach cleanup, stated
that the turtle hatchlings were down 20% from last year. He
expressed thanks to several people for their help this season.
John J. Lanthier, 3009 S. Ocean Blvd., expressed his interest in
serving on either the Community Appearance Board or the Planning
Board.
97.2 BOARDS AND COMMITTEES
One vacancy was noted on the Financial Advisory Board and the
Community Appearance Board.
There was no Board correspondence to consider.
At this time, Mayor Voress asked the following Talent Bank
Applicants to address the Commission; Guido Teichner, Beverly Barr,
Betty Jean Hofstadter, Dr. Barbara Kane.
There was discussion regarding the Board Application Policy as to
whether procedures should be adopted regarding placement of Board
Members. Vice Mayor Rand urged residents to come forward to serve.
Mr. Bell asked that his application be held to allow "new"
applicants a chance to serve on the various Boards.

A vote will be taken at the October 7 Regular Meeting to define a
procedure.
Mayor Voress expressed his concern with the video/audio equipment
in the Chambers and problems with same at Commission Meetings. He
suggested the Town hire, for a two month trial period, a technician
to run the camera and make sure it is operational for Meetings.
Mayor Voress moved this to the Consent Agenda.
Don Long of David M. Griffith & Associates, LTD. was present to
discuss the Building Department Study Report prepared by his
Company. Several concerns were expressed, and it was suggested
that each Commissioner meet with Mr. Long to discuss their
particular concerns. Mayor Voress moved further discussion to the
next Work Shop Meeting, but did suggest the Building Department
move forward with the selected Black Bear software program.
97.3 PROPOSED ORDINANCES AND RESOLUTIONS
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING
ARTICLE VI "PLUMBING" OF CHAPTER 6 "BUILDINGS AND STRUCTURES" OF
THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AS
PERTAINS TO INSULATION OF SOIL AND WASTE LINES .
There was no discussion regarding subject ordinance.
MISCELLANEOUS - ITEMS LEFT OVER
1) The following sets of Minutes were considered and moved to the
October 7, 1997 Regular Meeting for further consideration and
possible approval:
August 26, 1997 - Workshop Meeting
September 02, 1997 - Regular Meeting
September 05, 1997 - Public Hearing
September 16, 1997 & Public Hearing/
September 22, 1997 - Special Meeting
Reports
Vice Mayor John F. Rand recommended that future publications be
placed in the Sun Sentinel rather than the Boca News, thereby
exposing more residents to Town publications. Vice Mayor Rand
stated that he has only seen one Investment Policy of the Town
since Sept. 1995, and asked that the Commission be furnished with
reports from the Florida Pool Fund.
Commissioner David Augenstein stated that all landscaping is
scheduled to be completed by the end of October.

Commissioner Thomas J. Reid thanked the commission and Town Staff
for the basket of fruit sent to him during his recent illness.
Commissioner Reid also recommended that the existing Commissioner's
office in Town Hall be dismantled and the wall between that office
and the adjacent conference room be removed, thereby creating a
larger conference room space. Commissioner Reid expressed concern
with the angles of several walkways at the back of the building,
and the hazards they may pose to handicapped people in wheelchairs.
Jason (Kauffman & Lynn) stated the walkways were built to code, but
some signs or a railing could be installed.
Commissioner Reid suggested information kits be given to new
commissioners highlighting the functions of their position.
It was felt that the Clerk' s office could provide any necessary
information to a new commissioner.
Commissioner Michael W. Hill had no report.
Mayor Arlin G. Voress reported that Jim Park of Gee & Jenson will
report and present some answers regarding the EAR; that a Budget
Hearing was held and stated that the Town's millage would remain
the same, with the only increase being the state tax.
• The Mayor spoke with Mark Alford who stated that Adelphia was given
approval to run the fiber optic line under the Intracoastal, and
the town cable should be upgraded by February of 1998..
The Mayor read a note from Mrs. Rothenberg thanking the Town for
the basket of fruit and the Town's expression of sympathy on the
death of her husband, FAB member Bill Rothenberg.
The Harvel contract was discussed and will be placed on the Consent
agenda for October 7.
The Intermodal resolution was discussed and will be place on the
Consent agenda for October 7.
Town Attorney Thomas E. Sliney spoke on the Tom Delaney/Boca Hi
Sewer Connection Sales Request, and felt it would be best to
decline Mr. Delaney's offer to sell 239 sewer taps to the Town.
Town Manager Mary Ann Mariano asked the Commission if they had any
input to her request for the questionnaire which will be sent with
the next newsletter regarding residents suggestions on upgrades in
Town, i.e., parcel of land in back of town hall, bike path, etc.
Commissioner Augenstein suggested leaving the outdoor Town Hall
lights on when the renovation is complete, to enhance the building
and residents could view it in the evening hours.

A Municipal Building Authority meeting has been called for Oct. 7
to immediately follow the Town Commission Regular meeting at 1:30
p.m.
Upon MOTION by COMMISSIONER AUGENSTEIN/VICE MAYOR RAND, the meeting
was adjourned at 4:45 p.m.
