MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, November 25, 1997 1:30 P.M.
Vice Mayor John F. Rand called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Vice Mayor and
Commissioners David Augenstein, Thomas J. Reid and Michael W. Hill
were present. Mayor Arlin G. Voress was absent.
Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano
were also present, as were members of the general public.
After roll call, the Pledge of Allegiance was given.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER HILL, the
Agenda was unanimously accepted as presented.
• 97.1 PUBLIC COMMENTS AND REQUESTS
Felix Goldenson, 3224 S. Ocean Blvd., requested more aesthetic
signage around the Town Hall complex; Horace Leng, 1128 Russell
Drive, requested improvement in Adelphia TV programming..
97.2 BOARDS AND COMMITTEES
vice Mayor Rand noted one (1) vacancy on the Board of Adjustment,
Richard C. Seguso having completed his 6-year term.

Revisions to the EAR
Jim Park of Gee & Jenson addressed revisions to the Evaluation and
Appraisal Report (EAR) as recommended by the Planning Board; he
also presented several additional minor changes. As regards the
Coastal High Hazard Area designation given the entire Town, Mr.
Park said he would check to see if there was any regulatory
provision which would prevent the Town from installing a de-
salinization facility in the future, should it be determined to be
necessary. Concluding discussion, this item was moved to the
Regular Agenda under Items Left Over.
97.3 PROPOSED ORDINANCES AND RESOLUTIONS
• There were no Proposed Ordinances or Resolutions to consider.

97.4 REVIEW OF WINTER EDITION OF NEWSLETTER
The Winter edition of the Newsletter was reviewed and edited to
include an invitation to residents to submit Talent Bank
Applications for service on Town Boards.
MISCELLANEOUS - ITEMS LEFT OVER
The following sets of Minutes were moved to the December Regular
Meeting for further consideration and possible approval:
October 28, 1997 - Workshop Meeting
October 28, 1997 - Special Meeting
November 04, 1997 - Regular Meeting
REPORTS - TOWN COMMISSION
Commissioner David Augenstein had no report.
Commissioner Thomas J. Reid gave an update on his continuing
research into management firms regarding a review of the Town's
• organization. During discussion it was clarified that firms should
be informed of the scope of services desired, and then submit a
proposal on same.
Commissioner Michael W. Hill had no report.
Vice Mayor John F. Rand expressed displeasure at recent feature
columns about the Town printed by The Palm Beach Post; Commissioner
Reid responded, agreeing with the Vice Mayor's remarks.
REPORTS - TOWN ATTORNEY
Town Attorney Thomas E. Sliney had no report.
REPORTS - TOWN MANAGER
Town Manager Mary Ann Mariano addressed Task Orders No. 4 and 5,
submitted by engineers CH2M HILL, having to do with the wastewater
conveyance system master plan and rehabilitation of the elevated
water storage tank respectively.
Ms. Mariano also reported on a request by David M. Griffith &
Associates for additional funding regarding the Building Department
Study.
Both items were moved to the December Regular Agenda under Items
Left Over.

There being no further business to come before the Commission at
this time, Vice Mayor Rand adjourned the Workshop at 2:20 P.M. upon
