1996.04.24_TC_Minutes_Workshop.~ TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL WORKSHOP MEETING Wednesday, April 24, 1996 11:00 A.M. Mayor Arlin G. Voress called the Special Workshop Meeting to order in Commission Chambers at 11:00 A.M., announcing its purpose was discussion of proposed renovation plans for the Town Hall complex. He invited audience comments and/or questions after presentations were made. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor John Rand, and Commissioners Arthur Eypel, David Augenstein and Thomas J. Reid were present. Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano were also present, as were members of the general public. Mayor Voress introduced Peter Ince, a local developer, and architect Randall Stofft, noting both had previously met with Town Manager Mariano and himself regarding proposed Town Hall renovations, which resulted in a presentation of a proposed front • elevation, as well as a proposed floor plan. Both were on display for the meeting. Invited by the Mayor to give preliminary cost estimates for the proposed renovations, Mr. Ince reviewed and explained each line item and answered questions to the Commission's satisfaction. He also reviewed those items not included in the cost estimate, as well as costs relating to the Library only. (A complete copy of materials Mr. Ince submitted are attached to and made part of these Minutes.) One item that was not included by Mr. Ince in any category was the necessity for hurricane shutters or impact resistant glass to be installed on doors and windows. During discussion that followed, it was. agreed that cost of impact resistant glass would be prohibitive; therefore, hurricane shutters would be the choice. Consideration was then given to whether the shutters should be manual or automatic, and it was noted that some of the existing windows that will not be changed already have manual shutters. Mr. Ince also explained that should automatic shutters be considered in the future, particularly for the new front doors, the capacity to install them could be built into the new trusses. Mr. Stofft next reviewed and explained the proposed floor plan; he also answered questions to the Commission's satisfaction. Questions and comments were then received from the audience; again, all questions were answered satisfactorily. tt .: Town Commission Special Workshop Meeting April 24, 1996 Page 2 of 2 Concluding public comments, Ms. Mariano advised that she will be working with the Financial Advisory Board in an effort to define a plan whereby all phases of the renovation, including the library, could be funded by the Town, and to accomplish this within the current tax rate. The Town Manager also noted that if the Highland Beach Library Foundation was in fact successful in seeking donations toward the library phase of the renovation, then that portion only would be paid off with those donated funds. Ms. Mariano said she would keep the Commission fully informed of financing options as they are developed.
