1996.04.30_TC_Minutes_Workshop-~ - i TOWN OF HIGHLAND BEACH AMENDED MINUTES OF TOWN COMMISSION WORKSHOP MEETING Tuesday, April 30, 1996 1:30 P.M. Mayor Arlin G. Voress call the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Deputy Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor John F. Rand and Commissioners Arthur Eypel, David Augenstein and Thomas J. Reid were present. Also present were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano, as were members of the general public. The Agenda was accepted as presented. 96.1 PUBLIC COMMENTS AND REQUESTS • Jose' Echeverria presented an updated report on the Turtle Program. Dr. David Goldberg, a Talent Bank Applicant, introduced himself to the Commission. Dr. Goldberg expressed an interest in the Community Appearance and Code Enforcement Boards. 96.2 BOARDS AND COMMITTEES There were no Board vacancies or correspondence to consider. 96.3 PROPOSED ORDINANCES AND RESOLUTIONS None. MISCELLANEOUS - ITEMS LEFT OVER The status of Building Development in Town was received as information. Two (2) sets of Meeting Minutes were moved to the May 7 Regular Meeting for further consideration and possible approval: March 26, 1996 - Workshop Meeting April 02, 1996 - Special Meeting fA ~-~ Town Commission Workshop Meeting - Minutes April 30. 1996 Paste 2 of 3 REPORTS - TOWN COMMISSION Vice Mayor Rand asked that the Pledge of Allegiance be given at Workshop Meetings as is done at the Regular Commission Meetings. The Town Commission, along with Town Manager Mariano, were in agreement. Mayor Voress stated it will be on the next Workshop Agenda. Vice Mayor Rand expressed a concern on the antiquated equipment which is used for the Town elections . He stated that 22 votes were unaccountable due to possible faulty equipment. Ms. Mariano stated that this is the most updated and standard equipment, which all towns are using. Vice Mayor Rand asked about Adelphia's time frame on advising the residents of future cable service and hooking into Leadership in Delray. Ms. Mariano stated that as of this date, she had no information from Chuck Blaine. Commissioner Eypel had no report, but expressed a concern with the Finance Director's leaving, and if the proposed Fiscal Year 96/97 • budget will be on schedule. Ms. Mariano did not foresee an interruption with this. Commissioner Augenstein had no report. Commissioner Reid had no report. Mayor Voress stated that he will be out of Town for the next two weeks, and that Vice Mayor Rand will chair the May 7 Town Commission Regular Meeting. REPORTS - TOWN ATTORNEY None. REPORTS - TOWN MANAGER Under her report, Ms. Mariano stated that she will be generating a report with some ideas she obtained from the Transforming Local Government Conference she just recently attended in Norfolk, VA.
