1996.05.07_TC_Minutes_Regular~ .~ .~_ • TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING REGULAR MEETING Tuesday, May 07, 1996 1:30 P.M. Vice Mayor John F. Rand called the meeting to order in Commission chambers at 2:30 P.M. Town Clerk Doris Trinley called the roll. The Vice Mayor and Commissioners Arthur Eypel, David Augenstein and Thomas J. Reid were present. Mayor Arlin G. Voress was absent. Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano were also present, as were members of the general public. Following roll call, the Pledge of Allegiance was given. ADOPTION OF AGENDA At Vice Mayor Rand's suggestion, and upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER REID, the Agenda was amended and unanimously accepted to include recognition of Elizabeth Ulitsch's ~ retirement immediately after approval of Minutes . APPROVAL OF MINUTES The following sets of Meeting Minutes were unanimously approved upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER REID: March 26, 1996 - Workshop Meeting April 02, 1996 - Regular Meeting ELIZABETH ULITSCH'S RETIREMENT Honoring her retirement, Vice Mayor Rand presented Elizabeth Ulitsch with a resolution and plaque, and thanked her for 17 years of loyal and dedicated service to the Town in a number of capacities. The resolution was unanimously approved upon MOTION by COMMISSIONER REID/COMMISSIONER EYPEL. In agreement with the Vice Mayor's remarks, all in attendance gave Ms. Ulitsch a standing ovation. (A copy of the resolution is attached to made part of these Minutes.) PUBLIC COMMENTS AND REQUESTS Bill Colyer of 1102 Highland Beach Drive stated a complaint regarding standing water affecting seven (7) homes in the area, although none of the other homeowners were present. After Mr. Colyer made his presentation, both the Town Manager and Building Official joined in giving a background of actions that had led to t ~, ~ • Town Commission Regular Meeting - Minutes May 7 , 1996 Paste 2 of 3 the problem, each stressing that this was the result of water running off private property into a public roadway, which was in violation of code. They explained that the problem stemmed from a 1979 decision by the then homeowners in that area to reject Harvel Utilities' solution to prevent such a problem and to proceed on their own with another, less expensive, approach. When this decision was acted upon, Earl Harvel, Sr. advised the then Town Manager that the Town should not assume responsibility in this regard, and it did not. Concluding discussion, Mr. Colyer was consequently advised that although the problem would necessarily have to be corrected with private funds, the Town would offer engineering assistance and access to the original recommended plans. REPORTS - TOWN COMMISSION There were no reports forthcoming from Vice Mayor Rand, Commissioner Eypel, Commissioner Augenstein or Commissioner Thomas J. Reid. REPORTS - TOWN ATTORNEY • Town Attorney Thomas E. Sliney had no report REPORTS - TOWN MANAGER Town Manager Mary Ann Mariano had no report. REPORTS - BOARDS AND COMMITTEES The Board Action Report for the month of April was accepted as information. Noting there were no Board vacancies or Board correspondence to consider, Vice Mayor Rand then advised of scheduled Board meetings for the month of May. PROPOSED ORDINANCES AND RESOLUTIONS There were no proposed ordinances or resolutions to consider. Reid, Commissioner ATTEST: DATE: ..,.r A RESOLUTION HONORING ELIZABETH ULITSCH FOR SEVENTEEN YEARS OF DEDICATED SERVICE TO THE TOWN OF HIGHLAND BEACH, FLORIDA. WHEREAS, Elizabeth Ulitsch was employed by the Town of Highland Beach, Florida on February 5, 1979 as a Bookkeeper and General Office Secretary until June of 1983 at which time she was promoted to Administrative Secretary; and WHEREAS, Elizabeth Ulitsch, since June of 1993 has served both the Finance and Building Departments; and WHEREAS, during her tenure, Elizabeth has served in the capacity of Employee Representative on the Town's Retirement Plan Board for several years prior to the current ICMA Retirement Plan implementation while • at the same time continuing her professional devel- opment through computer courses on her own time; and WHEREAS, Elizabeth has worked for the Town through five Mayors, three Town Managers, countless Town Commissioners and several Finance Directors and Building Officials; NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, THAT• ELIZABETH ULITSCH lS HEREBY HONORED UPON HER RETIRE MENT WITH APPRECIATION FOR HER SEVENTEEN YEARS OF LOYAL, DEDICATED SERVICE TO THE TOWN OF HIGHLAND BEACH, FLORIDA AND ITS CRATEFUL RESIDENTS.
