TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, May 28, 1996 1:30 P.M.
Mayor Arlin G. Voress called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
John F. Rand, and Commissioners Arthur Eypel and Thomas J. Reid
were present. Commissioner David Augenstein was absent.
Also present were Town Attorney Thomas E. Sliney and Town Manager
Mary Ann Mariano, as were members of the general public.
After roll call, the Pledge of Allegiance was given.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
The Agenda was .accepted unanimously as submitted upon MOTION by
VICE MAYOR RAND/COMMISSIONER REID.
96.1 PUBLIC COMMENTS AND REQUESTS
Judge Patrick Beary said he had some comments, but asked to defer
his remarks, which were relevant to a topic to be addressed under
Vice Mayor Rand's report, i.e., Intracoastal Waterway Activities.
96.2 BOARDS AND COMMITTEES
Mayor Voress announced an opening on the Code Enforcement Board,
Victor P. Hadeed having completed his 6-year term.
There were no Boards or Committees correspondence to consider.
96.3 PROPOSED ORDINANCES AND RESOLUTIONS
Although there were no Proposed Ordinances or Resolutions to
address, Mayor Voress referred to a request from Palm Beach County
for the Town to enter into an interlocal agreement with them so the
Town's population could be included in their request for block
grant funds from the U.S. Department of Housing and Urban
Development. The Mayor explained that this had been done in the
past in a spirit of cooperation on the Town's part and, besides the
agreement itself, a resolution was also in order. After little
discussion, it was the consensus of the Commission Members to put
same on the June 04 Regular Meeting Consent Agenda.

MISCELLANEOUS - ITEMS LEFT OVER
The Status of Building Development in Town was received as
information.
The following three (3) sets of Meeting Minutes were moved to the
June 04 Regular Meeting Agenda for further consideration and
possible adoption:
April 24, 1996 - Special Workshop Meeting
April 30, 1996 - Workshop Meeting
May 07, 1996 - Regular Meeting
REPORTS - TOWN COMMISSION
Vice Mayor John F. Rand, in compliance with State Statute, revealed
that he and Commissioner David Augenstein, at the Vice Mayor's
request since Commissioner Augenstein resides in Braemar Isle
Condominium, had met with Boca Highland Center President Anne
Frankel, at her request, to discuss her concern relative to
possible future development plans near the Boca Highland site. In
• addition to Ms. Frankel, Vice Mayor Rand advised Edward Fanning,
Boca Highland Center Manager, and Daniel Loventhal, a member of the
of their Board of Directors, were also present. At the conclusion
of the meeting, Vice Mayor Rand said he had advised Ms. Frankel
that the matter was out of the Town's jurisdiction.
Vice Mayor Rand next read into the record correspondence he had
received from Judge Patrick Beary, a resident of the Seagate
Condominium, relating to excessive noise and speed and generally
unsafe boating practices on the Intracoastal Waterway and
suggesting mandatory licensing for all boat operators regardless of
age. (A copy of said correspondence is attached to and made part of
these Minutes.)
Judge Beary took part in the ensuing discussion which included his
work on this matter under a previous administration and the
frustrations experienced by all involved at that time regarding a
lack of cooperation on the part of appropriate governing bodies.
Town Manager Mary Ann Mariano referred to the Resolution adopted by
the Town at that time and said she had invited Judge Beary to
review existing files and perhaps help draft another resolution re-
stating the Town's position. Vice Mayor Rand suggested that such
a resolution might carry more weight if authored by the Florida
League of Cities or the Palm Beach County Municipal League and
Mayor Voress, just recently re-elected to serve as District IV
• Director of the Palm Beach County Municipal League, agreed to
present this possibility to the League members.

Commissioner Arthur Eypel reported that several municipalities had
recently adopted a Resolution opposing President Clinton's 1996
budget request removing federal participation in all water
resources projects, including beach renourishment, which are not
"nationally significant." The Commissioner asked that the members
consider adopting a like resolution and, after some discussion, it
was the consensus to place the adoption of same on the June 04
Regular Meeting Consent Agenda.
Commissioner Thomas J. Reid had no report.
Mayor Arlin G. Voress reiterated his reappointment as District IV
Director of the Palm County Municipal League and advised that in
that capacity he had attended a recent School Board meeting wherein
a way to bring relief to current overcrowding was discussed,
including a 1-cent sales tax which might be ready for inclusion
as a referendum item on the November ballot.
REPORTS - TOWN ATTORNEY
Town Attorney Thomas E. Sliney had no report.
REPORTS - TOWN MANAGER
Town Manager Mary Ann Mariano advised that she is continuing to
gather information to more clearly define costs relative to Town
Hall renovation plans and a report will be forthcoming at the June
Workshop Meeting.
ADJOURNMENT
There being no further business to come before the Commission at
this time, Mayor Voress adjourned the Workshop Meeting at 2:00 P.M.
upon MOTION by VICE MAYOR RAND/COMMISSIONER REID.
