1996.08.27_TC_Minutes_Workshopi ~ TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesdav, August 27, 1996 1.30 P M Mayor Arlin G. Voress called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor John F. Rand, and Commissioners Arthur Eypel. David Augenstein and Thomas J. Reid were present. Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano were also present, as were members of the general public. After roll call, the Pledge of Allegiance was given. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA Without objection, the Agenda was amended to include a presentation by Gee & Jenson regarding the Comprehensive Plan's Evaluation and Appraisal Report, and was unanimously accepted upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER REID. 96.1 PUBLIC COMMENTS AND REQUESTS Under Public Comments and Requests, Jose Echeverria gave an update on turtle nestings. Doug Roberts, turtle program volunteer, requested that indoor lighting restrictions on the beachfront, as well as outdoor lighting restrictions already in effect (Ordinance No. 554), be considered to ensure hatchlings do not follow artificial light. Lengthy discussion followed, with Mayor Voress advising that no response would be forthcoming at this time. Bill Paul, 1126 Russell Drive, reminded all of the September 3 Primary and encouraged everyone to vote. ADELPHIA CABLE PRESENTATION: UPDATE ON INTERCONNECT Adelphia Cable representatives Chuck Blaine and John Tinberg gave an update on the cable interconnect, advising that at this point they were ready to start the permitting processes with appropriate federal and state agencies to install fiber optic capabilities from Hagen Ranch Road eastward. They explained the technicalities, particularly as regards a crossing under the Intracoastal waterway, and gave an approximate timetable for connecting the Town to the system. PRESENTATION OF DRAFT EVALUATION AND APPRAISAL REPORT • Jim Park, Senior Land Planner for Gee & Jenson, presented a draft of the Comprehensive Plan's Evaluation and Appraisal Report; the draft will now be transmitted to the Planning Board for their review. ~ w Town Commission Workshop Meeting - Minutes August 27, 1996 Paae 2 of 3 96.2 BOARDS AND COMMITTEES Mayor Voress advised of one (1) vacancy on the Code Enforcement Board created by the death of Member Arthur Hamerman. 96.3 PROPOSED ORDINANCES AND RESOLUTIONS Mayor Voress noted the budget ordinances for fiscal year 1996/1997 (levy and appropriation), as well as a resolution authorizing a Town Building Authority. 96.3 (a) DISCUSSION RE ARTICLES OF INCORPORATION AND BY-LAWS OF THE TOWN OF HIGHLAND BEACH PUBLIC BUILDING AUTHORITY,INC. Lengthy discussion took place regarding the Articles of Incorporation and By-Laws of the proposed Building Authority. Vice Mayor Rand led a page-by-page review; all changes and deletions, typographical errors, etc., were presented to Town Attorney Sliney and will be incorporated for further review. It was the consensus that the name be "Town of Highland Beach Municipal Building Authority." MISCELLANEOUS - ITEMS LEFT OVER • Four (4) sets of Minutes were moved to the September 4, 1996 Regular Meeting Agenda for further consideration and possible adoption: July 23, 1996 - Special Meeting (1:30 P.M.) July 23, 1996 - Special Meeting (3:00 P.M.) July 30, 1996 - Workshop Meeting August 6,1996 - Regular Meeting REPORTS - TOWN COMMISSION Under his report, Vice Mayor John F. Rand noted two (2) letters he had received from Senator Connie Mack acknowledging receipt of recent resolutions adopted by the Commission. The Vice Mayor also requested that an Agenda Action Report be done for Town Commission Special Meetings, to which there was no objection. Because of the timing for the Town Hall complex renovation/expansion .project, it was agreed that discussion of the Vice Mayor's suggestion that Government Open House be moved to a date after the first of the year need not be an agenda item for the October Workshop Meeting. Neither Commissioners Arthur Eypel, David Augenstein nor Thomas J. Reid had reports. Mayor Arlin G. Voress also noted the Primary Election to be held September 3 and all to vote. He also advised that the water tower • will be out of service for a short time the week of September 2 to allow for inspection. The Mayor also noted receipt of an invitation to an upcoming mayoral golf tournament and gave the materials to Vice Mayor Rand for follow-up. ~ ~ ~ ,Totnin Commission Workshop Meeting - Minutes Auaust 27, 1996 Page 3 of 3 REPORTS - TOWN ATTORNEY Town Attorney Thomas E. Sliney had no report. REPORTS - TOWN MANAGER Town Manager Mary Ann Mariano advised she had received the University of Florida's most recent population estimate, which increased from 3251 residents as of April 1995 to 3264 residents as of April 1996 (year-round). She also noted the Town-wide barbecue to be held Friday, September 27, 5:30 P.M., at St. Lucy's Parish Hall; the official ribbon cutting for the new fire house will take place in conjunction with the barbecue.
