TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION
REGULAR MEETING
Wednesday, September 4, 1996 1:30 P.M.
Mayor Voress called the Regular Meeting to order at 1:30 P.M. in
Commission Chambers.
Deputy Town Clerk Jane Dillon called the roll. The Mayor and
Commissioners Arthur Eypel, David Augenstein and Thomas J. Reid
were present. Vice-Mayor Rand was absent.
Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano
were also present, as were members of the general public.
Following roll call, the Pledge of Allegiance was given.
APPROVAL OF MINUTES
Mayor Voress noted that the 3:00 Special Meeting on July 23 should
state the date of July 30, 1996. Thereafter, upon MOTION BY
COMMISSIONER EYPEL/COMMISSIONER REID, the following sets of minutes
• were unanimously approved.
July 23, 1996 - Special Meeting (1:30 P.M.)
July 30, 1996 - Special Meeting (3:00 P.M.)
July 30, 1996 - Workshop Meeting
August 6, 1996 - Regular Meeting
PUBLIC COMMENTS AND REQUESTS
Bill Paul thanked the Commission and the residents for their
support on election day, Sept. 4.
REPORTS - TOWN COMMISSION
Commissioner Eypel congratulated the Pauls', Mr. Sliney and Ms.
Mariano on their victories at the polls the previous day.
Commissioner Eypel then requested that the Commission be advised on
a more regular basis of how the Town is improving the water plant
and its supporting infrastructure; and how the Town Manager will
maintain the day to day operation of Town Hall during the upcoming
renovation.
Ms. Mariano addressed Commissioner Eypel's concerns stating that
she: receives a status report every Friday from the Water
Department, and is kept current on all activities within the
department. It was suggested that the major department heads come
before the Commission bi-monthly to present updates on their areas.

In regard to the renovation, Ms. Mariano informed the Commission
that the back parking lot will be used for a staging area for
building equipment; side ramps will be constructed for access to
the building and the trailer currently being used for the
police station, utilized by additional staff during the renovation
process. She gave assurance that the residents would have easy
access to the Town Hall complex during the renovation with all
services uninterrupted.
Commissioner Augenstein congratulated the candidates on their
victories. He spoke on the comprehensive report and stated how
much the town has grown, and his looking forward to more years of
prosperity with the Town.
Commissioner Reid congratulated those candidates on their winnings.
Mayor Voress offered a progress report on the water tower, stating
an inspection was conducted, and a formal report will be out within
three weeks, reflecting that the tower is in good condition. Mayor
Voress also congratulated the candidates on their victories and the
hard work it took to achieve same.
• REPORTS - TOWN ATTORNEY
Attorney Sliney had no report.
REPORTS - TOWN MANAGER
Ms. Mariano stated that the formal invitations for the Town
barbecue on September 27 would be forthcoming, at which time she
will discuss with the Vision 99 team members, the form of
distribution within their areas. Ms. Mariano also thanked the
Commission for their congratulations on the election winnings.
REPORTS - BOARDS & COMMITTEES
The Board Action Report for August was accepted as information;
Mayor Voress read the various Board meetings scheduled for
September, into the record.
PROPOSED ORDINANCES & RESOLUTIONS
The following ordinances will be heard at an advertised public
hearing on Friday, September 6, 1996 at 5:01 P.M. for the purpose
of obtaining public input into the 1996/1997 fiscal year budget.
1) An ordinance of the Town of Highland Beach, Florida, to effect
a tax levy based on the 1996 tax roll of the Town of Highland
• Beach.

2) An ordinance of the Town of Highland Beach, Florida
appropriating funds for the fiscal year 1996/1997, beginning
October 1, 1996 and ending September 30, 1997.
These ordinances will be heard again at an advertised public
hearing on Tuesday, September 17, 1996, after which they will be
considered for adoption.
The following Resolution will be heard at a Special Town Commission
Meeting on Friday, September 6, 1996 at 4:00 P.M.
1) A resolution of the Town Commission of the Town of Highland
Beach, Florida, authorizing the creation of the Town of Highland
Beach Municipal Building Authority, Inc., and approving the
Articles of Incorporation and the By-Laws of the Town of Highland
Beach Municipal Building Authority.

There being no further business to come before the Town Commission
at this time, Mayor Voress adjourned the Regular Meeting a 1:55
P.M. upon MOTION by COMMISSIONER EYPEL/COMMISSIONER REID.
